You will serve as a Section Head, Code EC432 and supporting E0AH120 as the CFO for Naval Mission Planning System (NavMPS) within the Program & Business Analysis Department of NAVAIRWARCENWPNDIV POINT MUGU.
Duties
You will be responsible for ensuring that the B/FM standard operating procedures are implemented and followed, and that their personnel are appropriately trained to provide a full spectrum of financial support services to the programs and customers.
You will provide guidance and information to teammates on policy, financial systems, and tools.
You will create budgets, analyze, interpret, evaluate program-funding plans, monitor execution, and identifying actual or potential funding issues, make decisions, and provide sound financial technical advice.
You will develop and defend program workload estimates based on the assigned customer's financial requirements.
You will be responsible for evaluating the performance of DPMAP and STRL employees.
You will be responsible for assuring equality for all employees and applicants in evaluating qualifications, and in making selections, assignments, training, promotions, details, discipline, and awards to subordinates.
Requirements

- This is a Financial Management Level III certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.
Qualifications
Your resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-12) or pay band (NM-03) in the federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate duties related to the following: 1) Extracting information from ERP and providing data analysis using Excel formats; 2) Mentoring and supervising employees including directing and prioritizing work assignments; 3) Developing, and managing the execution of budgets, as well as making recommendations when required; 4) Interpreting customer requirements and providing written and oral communication across all levels of leadership.
