You will provide operational direction, program guidance and will ensure uniform program delivery across MC-S headquarters and Field offices. The primary focus will be coordinating hiring activities, manpower analysis, organizational improvements and oversight. You will work closely with MC-S and Human Resources office to manage and track hiring and serve as a subject matter expert for MC-S policies and administrative actions.

Qualifications
To meet the minimum qualifications for this position, you must meet the specialized experience requirements.To qualify for the Grade 14, you must have at least one year of experience equal or equivalent to the GS-13, it must include:
Experience applying analytical, fact-finding, and problem-solving techniques through the interpretation of Federal regulations, policies, and guidelines, to recommend programmatic changes.
Experience leading and directing the execution and evaluation of administrative support functions, identifying problems, implementing solutions and identifying areas of continuous improvements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Accountability - Holds self and others accountable for measurable high-quality, timely, and cost-effective results. Determines objectives, sets priorities, and delegates work. Accepts responsibility for mistakes. Complies with established control systems and rules.
Personnel and Human Resources - Knowledge of hiring, classification, benefits, labor relations, negotiation, and Federal, state, and local employment regulations.
Administration and Management - Knowledge of planning, coordination, and execution of business functions, resource allocation, and production.
Attention to Detail - Is thorough when performing work and conscientious about attending to detail.
