The Training Specialist position is in the Education Service of the Central Virginia, Health Care System (CVHCS). This position works at the direction of the Deputy Associate Chief of Staff for Education (Deputy ACOS-E)/Designated Learning Officer (DLO), in the Simulation Lab which provides the setting for education and training for all healthcare providers and any other personnel within the system using simulation methodologies.
Duties
Duties include but are not limited to:
Helps plan and coordinate a variety of clinical simulation programs, venues, and educational projects necessary to fulfill VHA's commitment to develop a highly skilled work force, in alliance with CVHCS Education department, SimLEARN, and REdI Programs.
Performs post simulation activities such as debriefing playbacks, administer student and faculty evaluations, catalog recordings and returning lab to pre-scenario conditions.
Assists in the coordination of training and integration of simulation into education courses offered with the healthcare system.
Maintains simulation lab documentation and resources by adhering and assist in developing operational policies/standards, produce simulation support materials, generates simulation lab reports, and assist in media development related to simulation.
Serves as a resource for faculty utilizing simulation equipment.
Assists Facilitators in operating simulator-based clinical education of trainees.
Assists students, staff, and faculty with preparing for and conducting simulation-based learning experiences and REdI programs.
Prepares for pre-simulation activities by preparing simulation technology and supplies, assisting in documentation of simulations, reviewing lab policies and procedures, and setting up simulation room or AV equipment.
Executes simulation and REdI programs by operating simulation control room and equipment, voice activated manikins, monitoring safety of participants, trouble-shooting equipment and participating in scenarios.
Collaborates with faculty and staff as it relates to scheduling, standardizing procedures, demonstrating new technology and providing technical support.
Supports and assists in role playing, prop placement and Moulage set-up to create a virtual healthcare setting.
Operates and maintains audiovisual equipment used in clinical simulation with prioritization of the Simulation/ REdI Program Coordinator.
Maintenance and security of lab environment and equipment as well as simulation technology to include routine equipment maintenance and cleaning equipment, inventory updates, maintenance of warranties and the initiation of work orders.
Installs software and hardware upgrades and maintain functionality of manikin components as directed by manufacturers support.
Supports daily operations of the lab to include scheduling, orientation of students and faculty, maintaining attendance logs and providing technological support.
Interfaces with the equipment manufacturers regarding equipment troubleshooting and systems problems; maintain record of repairs. Manage lab supplies as evidenced by keeping an inventory of supplies/equipment, organizing, ordering, and restocking, and assessing needs of the end-users.
Performs assessments, surveys, and consultations with subject matter experts to identify needs and to validate requirements, utilizing the systems approach to training for any simulation related training situation.
Tests the design and delivery of curricula in the simulation environment to validate the effectiveness of the modality for curricula. Documents the results of analyses, problem analysis, training situation analysis, and develops statement of work.
Reviews and maintains inventory sheets on all items at the Center.
Develops and provides purchase orders, as necessary. Monitors and documents simulation use by staff and services by obtaining statistics from appropriate simulators through downloading data from user files.
Converts data into a spreadsheet and back-up data for historical reports.
Develops and maintains a database of statistical information related to training by service, simulator, and tasks trained using simulations.
Adheres to all protocols set in place by the simulation lab. Maintains professional development by keeping updated on simulation technology, simulation related competencies, participating in simulation education, research and providing workshops and tours.
Gathers information for budget projections for the simulation program, including supplies, subscriptions, equipment, and other general operating expenses.
Establishes and maintains effective electronic and manual office systems, procedures, and communications, making changes as necessary to ensure that smooth patterns of work and information flow meet the service's needs. Records training activities in Talent Management System (TMS).

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/26/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

IOR Specialized Experience: Experience that demonstrated a practical knowledge of the subject area of the position and of the methods and techniques of instruction.
Examples of qualifying IOR Specialized Experience include: Teaching or instructing in an adult education program, secondary school, college, military installation, or industrial establishment in the appropriate field(s). Supervising or administering a training program. Development or review of training/course materials, aids, devices, etc., and evaluation of training results. Work in the occupation or subject-matter field of the position to be filled that required training or instructing others on a regular basis.

Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Oversees, manages, and coordinates training of virtual reality and high fidelity medical simulators; reviews and maintains inventory sheets on all items at the Center; assists students and faculty with simulation work; assists faculty in preparation for all simulation training experiences;maintaining attendance logs; writes and updates Simulation Center standard operating procedures (SOPs); assesses and creates clinical scenarios; plans, organizes, and analyzes accumulated data and information related to simulation, and research using simulation; coordinate clinical simulation activities; program clinical simulators for various training exercises; create, design, develop and implement educational programs; develops and implements- training/learning materials, lesson plans; manuals, and testing; knowledgeable in office automation applications to include: Microsoft Word, Excel, and PowerPoint in order to operate simulation activities, record keeping, and prepare reports and documentation; ability to assemble and troubleshoot equipment used in the delivery of simulation training; knowledge of audio-visual in order to support the Simulation Centers AV requirements, sound/video and video editing; communicate with a variety of clinical staff and trainees as the spokesperson for the Simulation Center; NOTE: WORK PERFORMED MUST BE WELL DOCUMENTED AND IN DETAIL TO QUALIFY FOR THE POSITION).

Physical Requirements: The work requires physical effort. There will be walking, standing, bending, carrying of items such as task trainers, manikins, boxes of training equipment, etc. Typically, the employee will configure sim labs to meet the requirement of the simulation activity that will take place.
