This position is located in the Department of Veterans Affairs (VA), Veterans Health Administration (VHA), Veterans Integrated Service Network 6 (VISN 6), at the Hunter Holmes McGuire VA Medical Center (VAMC) in Richmond, VA, within Health Administration Service (HAS). This position functions as the Training Specialist for HAS, reporting directly to the Assistant Chief of HAS.
Duties
Duties include but are not limited to:
Develops, administers, evaluates, and reviews training programs for HAS personnel and other personnel throughout the Medical Center and associated CBOC's
Develops original course content and modifies it when improvements are realized or changes are required
Develops and modifies courses, sets training priorities, and researches and recommends new or alternative training sources for the HAS workforce
Develops, reviews, analyzes, implements, adapts, conducts, and evaluates training materials, training courses, and overall training programs related to subject matter areas/topics
Develops the HAS's training plan on an annual basis, as well as a monthly training calendar documenting the days, times, and locations of training programs for the service
Develops, updates, and presents training policies, guidelines, instructional materials, methods, etc. for HAS training programs and provides instructions regarding on-line training methods
Develops training programs which ensure that quality provisions are planned, developed, and implemented
Conducts and evaluates personnel training needs assessments
Coordinates requests for training funds in accordance with established service priorities on special interest .training needs
Develops action plans for submission to HAS and Medical Center leadership, as appropriate
Ensures that staff with scheduling access/responsibility complete the required training, including refresher training
Prepares reports on training compliance for review by leadership
Tracks HAS personnel education and training hours utilizing established computer system software and TMS
Audits HAS personnel competency folders; Establishes/creates competency folders for new HAS employees
Coordinates orientation activities for new HAS personnel and prepares materials designed to acquaint new employees with the organization's mission, structure, history, objectives, and policies
Facilitates the development and maintenance of Standard Operating Procedures (SOPs). for all positions and processes within HAS
Serves on facility VISN-wide committees and represents HAS operations
Performs scheduling audits for HAS personnel who schedule appointments at the Richmond VAMC and at associated CBOCs
Reviews audit results, collects audit results from other services for employees who have scheduling access/responsibilities, compiles results in an easily presentable format, and creates action plans in order to correct deficiencies/errors identified during the audit
Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 01/24/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. For a GS-07 position you must have served 52 weeks at the GS-05. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience and/or education as described below:
Specialized Experience for GS-07: You must have one year of specialized experience equivalent to at least the next lower grade GS in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: assisting with teaching programs and developing program training materials, aids, devices, etc.
OR,
Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have completed one (1) full year of graduate level education or have Superior Academic Achievement (SAA). Note: Transcripts Required.
OR,
Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond a Bachelor's degree.
Specialized Experience for GS-09: You must have one year of specialized experience equivalent to at least the next lower grade GS in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Supervising or administering a training program, development and implementation of ongoing training programs, developing priorities and training schedules and establish new contacts within and outside the agency to obtain needed information, often seeking it from primary sources (e.g., direct contacts and interviews with producers or manufacturers).

Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a master's degree or equivalent graduate degree, or 2 full years of progressively higher-level graduate education leading to such a degree, or an LL.B. or J.D., if related. To be qualifying, major study must be in education or a subject area related to the position to be filled. Education must demonstrate the knowledge, skills, and abilities to successfully perform the duties of the position. Note: Transcripts Required.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.
Physical Requirements: The work is primarily sedentary. No special physical demands are required to perform the work. Work is typically performed in an adequately lit and climate controlled office.
