Duties

This Program Specialist position is located in Operations Support, Intelligence and Analysis, Security Threat Assessment Division, Transportation Security Administration, Department of Homeland Security (DHS). Duties include but are not limited to: Researches and conducts analyses, applies current guidance and/or precedents to recommend administrative decisions and advise managers, staff, and employees with regards to conducting administrative and operational activities. Identifies and proposes recommendations to management for improving the effectiveness of the organization's administrative processes. Initiates and coordinates admin functions pertaining to professional development. travel, record keeping, Time and Attendance System, Online Learning Center (OLC). procurement, and other administrative functions assigned. Coordinates information requests from a variety of sources internal and external to TSA (e.g., various Federal agencies, Chief Counsel, Human Capital, and other Program Offices within TSA). Prepares draft deliverables for review by leadership including, but not limited to, memoranda requiring executive concurrence for issues common to complex Human Capital matters. Schedules conferences for staff. Coordinates conference facilities and equipment. Organizes and monitors all administrative process and procedures. Creates and organizes monthly, quarterly, and annual projects to include briefs, news releases, reports, and divisional highlights. The major duties described above reflect the full performance level of this position. Typically, the lower pay band (F Band) performs the same duties but will receive more guidance and training; and/or projects/work assignments may be less complex.

Qualifications

To qualify for the SV-F Pay Band (equivalent to GS-9), you must have one year of specialized experience at the SV-E or GS-4 in the Federal service or equivalent experience in the private sector. Such Specialized Experience defined as Analyzing problems to identify significant factors, gather pertinent data, and recognizing solutions; AND Planning and organizing work; AND Communicating effectively orally and in writing. OR a Bachelor's degree from an accredited college or university OR a combination of education and experience as outlined in the vacancy announcement. To qualify for the SV-G Pay Band (equivalent to GS-11), you must have one year of specialized experience at the SV-F or GS-9 in the Federal service or equivalent experience in the private sector. Such Specialized Experience defined as: Applying analytical and evaluative methods, techniques, and procedures to assess program development, execution, and management, and make recommendations to improve organizational effectiveness and efficiency; and Researching and evaluating complex problems, analyzing a variety of information and materials and providing recommendations based on knowledge of organization, programs, mission, and functions; and Utilizing a variety of tools (e.g., spreadsheets and software applications) to compose and complete assignments and develop accurate products for supervisor and/or team lead. OR Ph.D. or equivalent doctoral degree OR 3 full years of progressively higher-level graduate education leading to such a degree OR LL.M., if related. Credit for experience is given based on a 40-hour workweek. Part-time experience is credited on a part-time ratio, i.e., working 20 hours per week for two months equals one month of experience. No additional credit is given for overtime. National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees. If you are currently, or have been within the last 5 years, a political Schedule A, Schedule C, Non-career SES or Presidential Appointee employee in the Executive Branch, you must disclose this information to the Human Resources Office.
