The primary purpose of this position is to serve as the expert financial specialist in providing the full range of financial management functions including budget analysis, operating and support (O&S) cost analysis, cost estimating, cost performance, Earned Value Management (EVM), and cost scheduling.
Duties
Provides financial management expertise, technical advice and guidance, and leadership in performing a broad and extensive range of financial management program planning and analysis for a complex program having extensive program and financial relationships with other programs, complex funding requirements, etc. including all aspects of program planning, budget analysis, cost estimating, cost performance, cost analysis, Earned Value Management (EVM) and cost scheduling for the assigned projects for the entire portfolio of programs. Assignments embraces programs and systems vital to the national defense and operational effectiveness.
Formulates, establishes, and implements financial management policies, instructions, and procedures on Formulates, establishes, and implements financial management policies, instructions, and procedures on all matters relating to programming, cost, budgeting, funding, forecasting, and status of funds. Duties include review, analyze, interpret, and implement directives and policy from higher echelons.
Responsible for all aspects of the formulation, development, and execution of budgets, financial plans, and multi-year programs required to properly fund and meet program resource requirements.
Assesses, analyzes, and evaluates contractors' progress by reviewing cost performance reports, and cost estimates prepared by industry to support selection of the industry sources and plans to be committed to development and production decisions.
Represents the organization at all levels within the government, and at contractor/industry sites, by participating in conferences and meetings delivering presentations on program status, accomplishments, encountered and anticipated challenges, program requirements, and the integration and advocacy of program objectives.
Requirements
- Position is designated as a Non-Critical Acquisition Position and is covered by the Acquisition Professional Development Program (APDP) and may require a Business Financial Management (K), Level 2 - Practitioner, acquisition certification.
- Selectee must meet or be capable of achieving acquisition certification within 60 months after assignment, and also requires the employee to engage in acquisition continuous learning activities achieving 80 continuous learning points every 24 months.

- This is a Financial Management Level 2 Certified position in accordance with the National Defense Authorization Act (NDAA) 2012, Public Law 112-81, Subtitle F-Financial Management, Section 1599d. Incumbent shall comply with the requirements.
- Employee may or may not, within 30-days of assuming this position and by 31 October annually thereafter, file an OGE-450, Confidential Financial Disclosure Report; and is required to attend annual ethics and procurement integrity training.
- Position is acquisition coded. Selectee must complete required Certification Level 2 in Financial Management within 24 months of assignment.
Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions for the GS-0501, Financial Management Series.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year or will have one year within 120 days of closing of this announcement, at the next lower grade GS-12, or equivalent in other pay systems. Specialized experience includes having expertise as a Financial Specialist in providing the full range of financial management functions including budget analysis, operating and support (O&S) cost analysis, cost estimating, cost performance, Earned Value Management (EVM) and cost scheduling.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.
NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Mastery of knowledge in directing, developing, planning, coordinating, and evaluating agency-wide aerospace and other related weapon systems/subsystems acquisition cost and financial analysis/estimating/scheduling management options. In-depth knowledge of advanced statistical techniques, applied mathematics, and economic analysis in order to conduct analytical studies involving complex technical parameters, logistics requirements, schedule constraints, and similar technical interdependencies.
2. Mastery of knowledge of the financial environment including other service agencies, research organizations, private industry, and particularly other Air Force and DoD cost analysis organizations is required. This includes the knowledge of both federal government and private industry data sources and data utilization.
3. General knowledge in accounting, procurement, and business disciplines to enable the analyst to evaluate or utilize contractor and government budget and financial systems, specific procurement requirements, and contractor obligations to the extent they affect cost. Awareness of engineering discipline in sufficient detail to allow effective interchange of information.
4. Ability to communicate effectively, both verbally and in writing.
5. Ability to manage several projects simultaneously.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
