The primary purpose of this position is to serve as a financial specialist, performing financial management functions involving the formulation, justification, and/or execution of budget analysis and cost analysis, in support of weapon systems/subsystem programs.

Duties

Provides financial management and advisory oversight of expenditures to ensure propriety and compliance with financial, fiscal and auditing directives specific to the life cycle management of major weapon system(s)/subsystem(s) programs. Formulates, establishes, and implements financial management policies, instructions, and procedures on all matters relating to programming, budgeting, funding, forecasting, and status of funds. Responsible for all aspects of the formulation, development, and, execution of budgets, financial plans, and multi-year programs required to properly fund and meet program resource requirements. Represents the organization at all levels within the government and at contractor/industry sites. Participates in the development of system planning objectives by evaluating cost/schedule tradeoffs, budget requirements, etc.; and develops appropriate financial plans in consonance with Program Management Plans.

  • This is a Financial Management LEVEL 2 Certified position in accordance with the National Defense Authorization Act (NDAA) 2012, Public Law 112-81, Subtitle F-Financial Management, Section 1599d. Incumbent shall comply with the requirements.
  • This position is designated as a Non-Critical Acquisition Position and is covered by the Acquisition Development Program (APDP); and requires a Business Financial Management (K), Practitioner Level 2 acquisition certification.
  • The selectee must meet or be capable of achieving acquisition certification within 60 months after assignment; and requires the employee to engage in acquisition continuous learning activities achieving 80 continuous learning points every 24 months

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, GS-0501 Series. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes (1) compiling financial data such as obligations, expenditures, and budgetary data into reports; (2) providing financial analysis in support of organizational functions; (3) monitoring or tracking budget expenditures to ensure cost-effective support of programs and policies; (4) performing financial management functions involving the formulation, justification, and/or execution of budget analysis and cost analysis; and (5) providing responses to management inquiries regarding the status of funds, expenditures, or obligations. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of the policies, principles, concepts, guidance, procedures, techniques, and methodologies pertaining to analysis of financial data. 2. Knowledge of DoD acquisition requirements, development, and approval processes. 3. Knowledge of the requirements, techniques, procedures, and practices of generally accepted accounting principles and standards. 4. Skill in formulating, justifying, and/or analyzing financial requirements of the assigned program. 5. Ability to communicate, plan, organize work, and meet deadlines. 6. Ability to gather, assemble, and analyze data using financial systems to prepare budget estimates, develop alteranatives, and make recommendations to resolve budget/funding problems. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
