This position is being filled under the Direct Hire Authority for Certain Personnel of the Department of Defense using hiring authority in 5 USC 9905.
DISA has delegated authority by the Under Secretary of Defense to directly appoint qualified candidates possessing a finance, accounting, management, or actuarial science degree, or a related degree from an accredited college or university in a field of study, or equivalent experience, related to the functions of the position to be filled.
Duties
Prepares projections of customer requirements for budget submissions from customer sources, action officers, planning documents.
Performs financial analysis of customer tasks and projects from inception to close out.
Analyzes financial, procurement, and/or material management factors impacting special tasks or projects to identify program status with detail required for managerial decision-making.
Prepares recommendations on alternatives available and presents oral or written summaries for managers as required.
Assists with financial transaction analysis, difficult or unusual financial management issues, policies, procedures, interpretation of financial management terms.
Plans and organizes teams to accomplish various financial analyses.
Researches, identifies, coordinates, and initiates corrective action for financial transactions and taking corrective actions in order to resolve customer service problems.
Provides training on financial and project management systems and internal business process by analyzing data flows and relationships.
Participates in meetings and conference to provide management officials with advice and assistance.
Conducts independent studies and analyses and coordinates development of statistics, reconciliation, and extraction of data from automated reports to develop and maintain a variety of diversified special and recurring reports.
Requirements
- Must be a U.S. Citizen.
- This national security position, which may require access to classified information, requires a favorable suitability review and security clearance as a condition of employment. Failure to maintain security eligibility may result in termination.
- Security Clearance level may be Secret, Top Secret.
- Financial Management (FM) Certification Position.
- The position may require the selectee to hold a current DoD Top Secret security clearance based upon a Single Scope Background Investigation (SSBI).
- Drug Testing may be required.
- Salary to be determined after selection.
Qualifications
Specialized Experience:
For the GS-11, you must have at least one year of specialized experience equivalent in level of difficulty and responsibility to the GS-09 grade level in the Federal service, or comparable in difficulty and responsibility to GS-09 if outside the Federal service, is required.
Specialized experience at the GS-11 level is defined as experience assisting in providing financial administration services; and experience resolving financial discrepancies and recommending solutions.
For the GS-12, you must have at least one year of specialized experience equivalent in level of difficulty and responsibility to the GS-11 grade level in the Federal service, or comparable in difficulty and responsibility to GS-11 if outside the Federal service, is required.
Specialized experience at the GS-12 level is defined as experience assisting in providing financial administration services; experience resolving financial discrepancies and recommending solutions; experience developing, reviewing, and analyzing budget acquisition plans and multi-year programs; and experience analyzing work throughout the budget cycle to ensure financial practices are in compliance with financial management rules and regulations.
For the GS-13, you must have at least one year of specialized experience equivalent in level of difficulty and responsibility to the GS-12 grade level in the Federal service, or comparable in difficulty and responsibility to GS-12 if outside the Federal service, is required.
Specialized experience at the GS-13 level is defined as experience assisting in providing financial administration services; experience resolving financial discrepancies and recommending solutions; experience developing, reviewing, and analyzing budget acquisition plans and multi-year programs; experience analyzing work throughout the budget cycle to ensure financial practices are in compliance with financial management rules and regulations; and experience providing advice, recommendations, and alternative solutions to management on financial and resource management strategies and problems.

Education
SUBSTITUTION OF EDUCATION FOR EXPERIENCE AT GS-11 LEVEL: Three full years of progressively higher level graduate education or Ph.D. or equivalent doctoral degree.
There is no substitution of education for specialized experience at the GS-12 grade level.
There is no substitution of education for specialized experience at the GS-13 grade level.
To be creditable, education must have been obtained in an accredited college or university. You must report only attendance and/or degrees from schools accredited by accrediting institutions that are recognized by the
