THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION. This National Guard position is for a SURFACE MAINTENANCE MANAGER - TITLE 32, Position Description Number PDD1249000 and is part of the KY SMO, National Guard.

Duties

As a SURFACE MAINTENANCE MANAGER - TITLE 32, GS-1601-13, you will manage all aspects of the ARNG State Surface Maintenance program, to include long- and short-range planning, maintenance training and proficiency, human resources direction, budgeting, etc. Establish and implement maintenance policies, programs, and procedures to assure effective support of DoD and mission requirements. Determine goals and develop plans, coordinate, schedule, and assign work as required to meet goals. Determine resource needs/allocation. Make/recommend organizational changes that have considerable impact. Assure that manpower requirements are met and coordinate through the DOL to provide manpower requirements justifications and other necessary information. Coordinate program efforts with other organizations or with National Guard Bureau (NGB). Assess the impact of the organization's programs on other organizations in the state. Set policy for the organization as well as communicate NGB policies and priorities throughout the organization. Work with human resources management policy matters affecting the organization. Advise, counsel, or instruct employees on work and administrative matters. Provide technical and administrative advice to the Director of Logistics (DOL), commanders, and various staff officers regarding the surface maintenance programs and other related matters. Responsible for production and maintenance management analysis regarding the effective utilization of resources. Direct inspections to determine the condition of required facilities and the effectiveness of maintenance activities. Direct and coordinate the correction of maintenance deficiencies affecting unit readiness. Authorize the level of maintenance to be performed for maintenance activities. Assist the Program Manager of surface maintenance funds to ensure funds are obligated in accordance with the state budget plan. Perform other duties as assigned. Qualifications

MINIMUM REQUIREMENT: Experience which has provided the applicant with a knowledge of equipment maintenance work, or skill in reading engineering drawings and specifications, using test instruments, making computations, and keeping records. Experience using computer and automation systems. SPECIALIZED EXPERIENCE: Must have 36 months of experience and knowledge of principles, concepts, and practices involving ARNG surface maintenance facilities, equipment, and services. Experience overseeing the maintenance and repair work required of surface maintenance facilities to ensure production goals are established and attained. Experience coordinating work forces/resources. Experience advising and consulting on work problems/issues. Experience managing the maintenance work to be performed. Experience which includes leading, directing and assigning work of personnel. EXPERIENCE REQUIREMENTS: Resume must have complete dates, work schedule, and/or hours worked per week for both civilian and military employment.
