THIS IS A NATIONAL GUARD TITLE 5 EXCEPTED SERVICE POSITION. This National Guard position is for a FACILITY DESIGN AND PROJECT MANAGEMENT SPECIALIST - TITLE 5, Position Description Number PDT5209000 and is part of the KY CFMO, National Guard.

Duties

As a FACILITY DESIGN AND PROJECT MANAGEMENT SPECIALIST - TITLE 5, GS-1601-12, you will administer, coordinate, and verify design work and projects performed by A&E firms. Prepare design scopes of work that reference NGB design criteria and establish standards for project design. Select or recommend selection of A&E firms for award of design contracts. Manage and schedule design development. Responsible for reviewing, accepting, or amending work by A&E firms. Request construction funding. Manage the bidding process and recommend award of construction contracts. Administer, coordinate, and verify construction work and projects performed by contractors. Conduct construction progress meetings and resolve disputes over plans and specifications. Represent the CFMO at meetings and conferences. Prepare and conduct briefings for all levels of government. Provide guidance on the development of building environmental, energy, security, and communication systems for new construction and existing buildings. Prepare plans and specifications for alterations/repairs. Provide guidance and input to the Improvement Program for ARNG Armories. Coordinate with military, Federal, state, and local government agencies on matters concerning fire prevention, protection and suppress ion. Administer, plan, coordinate, and direct the activities of subordinate personnel. Perform other duties as assigned. Qualifications

SPECIALIZED EXPERIENCE: Must have at least one (1) year experience at the next lower level in the normal line of progression through federal service (GS-11) or equivalent level of responsibility that demonstrates experience in applying principles, concepts, and methods of facility operations sufficient in designing projects or planning assignments. Knowledge of architectural design and building construction. Experience using well-established occupational methods and techniques to determine facility, grounds, equipment overhaul, maintenance, restoration, repair needs, printing design layout, etc. Knowledge of Federal, state, and local government statutes, regulations, procedures, and policies to determine special requirements relating to acquisition, management, and disposal transactions of real property. Knowledge of federal and state project funding policies and construction criteria. Experience preparing budget reports, funds analyses and executing budgets. EXPERIENCE REQUIREMENTS: Resume must have complete dates, work schedule, and/or hours worked per week for both civilian and military employment.
