This position is located in the Bureau of Global Talent Management, Office of Organization and Talent Analytics (GTM/OTA) and serves as the Chief of Organizational Analysis Staff (OAS). OAS works with senior managers within the Department on departmental and bureau-specific organizational and workforce assessments. This position oversees the evaluation, forecasting, planning, analytic support, and development of information necessary for the effective management of human resources.
Duties
Manages a staff of professionals engaged in organizational analytics, quantitative and qualitative assessments, multi-year strategic workforce and succession plans that promote a workforce that is diverse, agile, and talented.
Directs the Department's program of research in the field of organizational analysis and human resources
management with responsibility for providing guidance and technical direction necessary for accomplishing the work of the division.
Utilizes knowledge of organizational analytics, multi-bureau-project execution, and implementation of methodologies, databases, and technical competency frameworks and computer models to support the Department’s human resources management program.
Collaborates with over 40 Bureaus and Offices in the Department to identify organizational efficiencies and potential consolidations; validates the Department’s and Bureau-specific organizational structures and projected force changes.
Serves as a resource to provide higher-level management and operating offices professional analysis, recommendations on program and policy issues, and quantitative and qualitative data for program development.
Requirements

- Must be able to obtain and maintain a Top Secret security clearance.
Qualifications

NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement.
Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F.
Applicants must have 1 year of specialized experience equivalent to the GS-14 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position.
Qualifying specialized experience must demonstrate the following:
Experience directing all aspects of an office to include policy and program development, oversight and evaluation of programs, and execution of all administrative responsibilities and duties.
Experience managing the utilization of budgetary resources in the execution of program goals and operational requirements.
Experience providing consultation to management on workforce and manpower analysis.
There is no substitute of education for specialized experience for the GS-15 position.
