Duties

This position is located within the Department of the Interior, Bureau of Safety and Environmental Enforcement (BSEE), Management Support Division, Personnel Security Branch, Sterling, VA. The major duties of this position include but are not limited to the following: Adjudicates National Security and Public Trust Investigations for clearance and/or suitability/fitness determinations for any/all closed and complete investigations, for all level of personnel (e.g. volunteers, contractors, full-time employees, Senior Executive Service (SES), political appointees, and all others). Prepares and/or distributes reports and correspondence regarding completed investigations and providing documentation for employees' Official Personnel Folders, including certificates of investigation for Public Trust positions. Determines individual's eligibility for enter on duty (EOD) to appropriate parties using information obtained by checking records of the Defense Counterintelligence and Security Agency (DCSA) and other sources. Makes credentialing determinations for the issuance of HSPD-12 compliant Personal Identify Verification (PIV) badges and other Departmental policies. Updates relevant systems and databases, including systems owned and managed by BSEE as well as systems owned and managed by other entities (e.g., DOI, DOD, GSA, etc.) by inputting, editing, and processing personnel security and suitability/fitness data. Receives, logs, tracks, and modifies incoming security/suitability/fitness files (including paper and electronic copies). Performs initial quality assessment review of closed investigations and, when necessary, requests that an investigation be reopened to address missing or incomplete information or investigative items. Relocation expenses are not authorized. Travel, transportation, and relocation expenses will not be paid. Any travel, transportation, and relocation expenses associated with reporting for duty in this position will be the responsibility of the selected employee. Salary Rate Range Information: (Per Annum) GS-11: $82,764 -$107,590 GS-12: $99,200 - $128,956 *First time hires to the federal government typically start at the beginning salary in the range for their respective grade level. This vacancy may be used to fill additional positions as vacancies become available.

Qualifications

Minimum Qualification Requirements: To qualify for this position, you must meet the Specialized Experience for the series/grade to which you are applying. Specialized Experience: One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade within the federal service, which demonstrates the ability to perform the duties of the position, is required. Specialized Experience for the GS-11 is defined as: Applying personnel security policy, procedures, techniques, equipment and methods to identify and report conflicts in procedural issues. Assisting in making security clearance adjudications, suitability determinations and recommendations; Determining eligibility for access to classified or sensitive information and granting personnel security clearances/accesses in the presence of minor derogatory information; Responding to questions and inquiries involving personnel security as they relate to both national security, suitability and credentialing determinations. Substitution of Education for Experience (GS-11): Three full years of progressively higher-level graduate education leading to a Ph.D. or equivalent doctoral degree may be substituted to meet the specialized experience requirement. Equivalent combinations of successfully completed higher-level graduate level education and experience may be used to meet total experience requirements. If you are using education to substitute for the specialized experience, you must submit transcripts at the time you apply. Specialized Experience at the GS-12 is defined as: Performing work in a personnel security office/program/team adjudicating all designations of pre-employment, national security and suitability cases. Preparing all forms of written documentation associated with determinations for review and approval. Has directly related experience in the initiation and review of background investigation forms, using automated personnel security programs/systems daily for input, output analysis and correction of adjudication actions. Experience with Homeland Security Presidential Directive - 12 (HSPD-12) Smart Card or issuance of Smart Card Credential processes and systems. There is no substitution of education for the GS-12 grade level. All qualification requirements must be met by the closing date of this announcement. Merit Promotion candidates must also meet Time-in-Grade requirements by the closing date of the announcement.
