Serves as the Budget Analyst in a Defense Commissary Agency (DeCA) HQ location. The primary purpose of this position is to serve as an advisor to the Chief Store Execution Budget in all matters pertaining to resources, budget programs, accounting and associated program analysis.

Duties

Serves as Budget Analyst in the Resource Management Directorate, Budget and Manpower Division, Store Execution Branch (RBS) of the Defense Commissary Agency (DeCA) Headquarters, Fort Lee, Virginia. Provides all financial planning, budgetary services, funds control and independent/objective analysis and advisory services to the Resource Management Directorate and Store Operations staff elements. Serves as an advisor to the Chief Store Execution Budget in all matters pertaining to resources, budget programs, accounting and associated program analysis. Analyzes the cost, schedule, and work performed and prepares summary reports for internal and external use. Prepares and presents Government briefings concerning cost status and projections. Qualifications

You must meet the Office of Personnel Management (OPM) qualifications for series 0560 and additional requirements by the announcement closing date. Your resume (and/or transcript if necessary) must clearly show that you have the qualifications described below. You can use experience, education, superior academic achievement, or a combination of experience and education to qualify. Experience: One (1) year of specialized experience at the GS-09 grade level (or equivalent) by the closing date of this announcement. Experience can be under other Federal service pay systems, private sector, or military. Examples of qualifying experience include: Analyzes, evaluates, plans, develops, and execute budgetary programs. Knowledge of the policies, regulations, objectives, goals, precedents, and guidelines of a budget formulation. Develops near and long term resource requirements and associated resource plans for various elements. OR Education: Ph.D. or 3 full years of progressively higher level graduate education leading to a Ph.D. OR Combination of experience and education. To calculate the combination, divide your total months of experience by 12, then divide your graduate level semester hours by the number of credit hours that the school attended has determined to represent 1 year of full-time study or 18 and add the two percentages. If the total is 100%, you meet the minimum qualifications through a combination of experience and education. You will receive credit for all relevant qualifying experience (paid and unpaid), including volunteer work done through National Service program (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Additional Requirements that must be met by the closing date: Time-in-grade applies to the promotion of current and former federal employees who hold or have held a permanent GS position in either the competitive or excepted service in the previous 52 weeks, including current employees applying under VEOA. Time after competitive appointment. Education

Education used to qualify for this position must be from an accredited school or educational institution recognized by the U.S. Department of Education and a copy of your transcript is required as part of your application package.
