You will serve as a DEPUTY CHIEF OF LEGISLATIVE AFFAIRS in the OFFICE OF LEGISLATIVE AFFAIRS (OLA) Washington DC.
Duties
You will provide assessment and advice to senior officials on the legislative aspects of organization policies, plans, and programs.
You will identify and implement courses of action to eliminate or reduce significant barriers to work completion, promoting team building, finding efficiencies, and improving organization work practices.
You will provide leadership and mentoring at the highest level to attain legislative strategies associated with organization objectives.
You will develop a professional network within internal and external organizations to identify issues impacting the work of organizations.
You will lead other staff by planning, directing and evaluating work performed across all levels of the organization.
You will advise Chief of Legislative Affairs (CLA) on recommendations regarding strategy and communication of the Navy position and engagement on complex, interrelated and sensitive issues.
Requirements

- Generally, current federal employees applying for GS jobs must serve at least one year at the next lower grade level. This requirement is called time-in-grade. Time-in-grade requirements must be met by the closing date of this announcement.
- Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
- Males born after 12-31-59 must be registered for Selective Service.
- You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
- MSP/PPP applicants must currently hold the required security clearance.
- Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- This position is mission-critical.
- You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-14 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
Experience advising senior officials on all legislative matters and providing guidance, analysis, and direction over a broad spectrum of programs/issues;
Experience providing recommendations on strategic communication of the organization's position and engagement on complex, interrelated and sensitive issues;
Experience developing and implementing strategic engagement plans to support the congressional aspects of organization policies, plans, and programs;
Experience evaluating the environment (attitudes, current information, goals and objectives, etc.) within the organization and the Congress to develop strategies and associated courses of action to maintain positive relationships and facilitate effective exchange of information.
