One position is located in Facility Operations Division, while the other one is in Pacific West Regional Office, Interior Regions 8, 9, 10, and 12 Cultural Resources and Science Division. Duties

Performs professional review and assessment of plans, comprehensive designs, preliminary designs, special studies, and layouts prepared by other agency offices for accuracy, adequacy, and compliance with historic preservation policies, guidelines, laws, regulations as they relate to historic and prehistoric structures. Carries out program management duties by developing work plans and schedules, and requirements of the project for A/E design or documentation services. Examples of such projects include list of classified structures, historic structure reports, existing condition drawings, and design services for treatment work. Evaluates design objectives, performs complex technical calculations, identifies most economical and efficient procedures for project design and performance considering all influences and prepares necessary drawings, specifications and supporting documents for advertised or negotiated procurement. Prepares detailed cost estimates for use in obtaining project funding and bid evaluation. Serves as a Contracting Officer's Representative, participates in negotiations of contract terms and fees with the selected A/E firm. These negotiations require direct personal contact between the incumbent and principal contractor's representatives to resolve differences between proposals and government estimates with regard to project scope, skill level, and required hours. Upon designation as the Contracting Officer's representative, the incumbent assumes responsibility for monitoring the execution of the contract work by coordinating and monitoring professional performance, directing the development of planning and design proposals, reviewing work in progress, and ensuring timely and professionally competent execution of the projects. You may be required to operate a government (or private) motor vehicle as part of your official duties. Prior to your first official motor vehicle operation, and again every year thereafter (or more frequently if management determines such need exists), you will be required to sign an affidavit certifying to your possession of a valid State issued driver's license that is current and has not been revoked, suspended, canceled, or otherwise disqualified in any way to prohibit your operation of a motor vehicle. You will also submit a photocopy of your valid State issued driver's license prior to your first official motor vehicle operation, and again every year, or more frequently if management determines such need exists. Lastly, you may be required to submit (within a State sealed envelope or submitted directly by the State authorities), and at your own expense, all certified driving records from all States that discloses all valid driver's licenses, whether current or past, possessed by you. Please indicate in your application whether you possess a valid State driver's license. You may be required to travel overnight away from home up to 5 nights per month. You must obtain a government charge card for travel purposes.

All qualifications must be met by 11:59 EST or when the 'applicant cut-off' is reached (which may be sooner than09/27/2024 ). Credit will be given for all appropriate qualifying experience. For current Federal employees, if hours worked per week are not included on your resume, you must submit a non-award SF-50 for each federal position listed as part of your application to be used to validate your work schedule and determine the amount of qualifying experience that you will be granted. An award SF-50 will not be acceptable documentation for which to consider your amount of qualifying experience. For all other applicants who are not current federal employees, your resume must state either "full-time" (or "40 hours a week") or "part-time" with the number of hours worked per week to ensure proper crediting of specialized experience. Failure to adequately provide information needed to determine number of hours worked in each position may result in that time not being credited when evaluating qualifying experience. For periods of time that reflect military service, the DD-214 or Statement of Service is sufficient to meet the full and/or part-time hours requirement as the service dates will be reflected. Basic Requirement: EDUCATION: Must possess a bachelor's degree or higher in architecture; or related field that included 60 semester hours of course work in architecture or related disciplines of which at least (1) 30 semester hours were in architectural design, and (2) 6 semester hours were in each of the following: structural technology, properties of materials and methods of construction, and environmental control systems. education from an accredited college or university, which provided me with the knowledge, skills, and abilities necessary to do the work of this position. -OR- Possess a combination of education and experience -- college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the arts and sciences underlying professional architecture, and (2) a good understanding, both theoretical and practical, of the architectural principles, methods, and techniques and their applications to the design and construction or improvement of buildings. The adequacy of such background must be demonstrated by at least one of the following: 1) Related Curriculum: Degree in architectural engineering may be accepted as satisfying in full the basic requirements, provided the completed course work in architectural engineering provided knowledge, skills, and abilities substantially equivalent to those provided in the courses specified in paragraph A. The curriculum for a degree in either architecture or architectural engineering covers function, esthetics, site, structure, economics, mechanical-electrical, and other engineering problems related to the design and construction of buildings primarily (but not exclusively) intended to house human activities. The courses required for a degree in architecture generally place emphasis upon planning, esthetics, and materials and methods of construction, while the courses for an architectural engineering degree place equal or greater weight on the technical engineering aspects such as structural systems, mechanical systems, and the properties of materials. Because of this difference in emphasis, persons with degrees in architecture may have a preference for work assignments that offer greater opportunities for them to express their artistic and creative abilities. As a result, they may be more concerned with planning and design aspects of architecture, and persons with degrees in architectural engineering may be more engaged in aspects emphasizing technical engineering consideration.; or 2) Experience: An applicant lacking a degree in architecture must have had l year of experience in an architect's office or in architectural work for each year short of graduation from a program of study in architecture. In the absence of college courses, 5 years of such experience is required. This experience must have demonstrated that the applicant has acquired a thorough knowledge of the fundamental principles and theories of professional architecture. You must include transcripts. Candidates who do not meet this requirement by close of this announcement will receive no further consideration for this position. - AND - To qualify for this position at the GS-12 grade level, you must possess the following minimum qualifications by close of the announcement: EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-11 grade level in the Federal service (obtained in either the public or private sectors). This experience includes activities such as: 1) applying project management theories, principles, and techniques as they directly pertain to engineering design and construction projects; (2) developing the designs, plans, and specifications for a wide range of building repairs, rehabilitation, and construction for a variety of park facilities; (3) serving as a Contract Officer's Representative to participate in negotiations of contract terms and fees with Architecture/Engineering firms; (4) coordinating the construction supervision on a wide variety of types of structures, systems and facilities with some requiring highly specialized or novel construction methods, material or equipment; (5) applying The Secretary of the Interior's Standards for the Treatment of Historic Properties with Guidelines for Preserving, Rehabilitating, Restoring & Reconstructing Historic Buildings. You must include hours per week worked. Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
