Duties
Performs preliminary analysis and evaluation of policies, procedures, guidelines, and administrative processes in order to resolve conventional problems and situations with readily observable conditions.
Analyzes administrative systems, workflows, and reporting requirements to increase efficiency and effectiveness of local program operations.
Conducts research of specific programs or issues, and collects and analyzes relevant statistics and data.
Conducts studies of programs, functions and work processes that are common to organizations, such as delegations of authority, routing of correspondence, work procedures, workload data, storage of files and records, etc.
Advises management on a variety of opportunities and options to increase organizational effectiveness.
Requirements
- This is an excepted service, developmental experience appointment expected to last only 1 year under the BLM Pathways Recent Graduates Program.
- The BLM will require the selected applicant to complete a Participant Agreement in which it shall document the anticipated start and end dates for this developmental appointment.
- U.S. Citizenship is required upon conversion.

Qualifications
To be eligible, an applicant must be:
A Recent Graduate who has obtained a qualifying associates, bachelors, masters, professional, doctorate, vocational or technical degree or certificate from a qualifying educational institution within the previous 2 years or other applicable period.
Other applicable period may include: (1) Certain veterans precluded from applying within the timeframe described above due to a military service obligation, shall have a full 2-year period of eligibility upon his/her release or discharge from active duty. However, in no event, may the individual's eligibility period extend beyond 6 years from the date on which the individual completed the requirements of an academic course of study; and (2) Applicants who completed their educational program requirements after December 27, 2010 will have a full 2 years of eligibility beginning on the date the final regulations became effective, July 10, 2012.
In order to assess you meet a qualified status for this position and to refer you to the hiring manager, the agency must be able to determine that you meet the qualifications based on completed education, specialized experience, and/or both - please be sure to include this information in your resume. To be creditable, experience must have been equivalent in difficulty and complexity to the next lower grade (GS-04 for GS-05 or GS-05 for GS-07) of the position to be filled.
FOR GS-05: You must have completed a 4-year course of study leading to a bachelor's degree.

Possess 3 years of progressively responsible experience, 1 year of which was equivalent to at least GS-4, that demonstrates the ability to:
Assist in analyzing problems to identify significant factors, gather pertinent data, and work towards solutions; assist in planning and organizing work; and communicate orally and in writing. Provide clerical assistance to management analysis work by studying organization structure, workflow, use of staff, funding.
Work was performed under immediate or general supervision and assignments require general knowledge of a subject matter and the exercise of judgment using well-established policies & procedures.

A combination of the above.
FOR GS-07: You must have 1 full year of graduate level education
- OR -
One year of specialized experience which is equivalent to at least GS-05, that demonstrates the ability to:
Analyze problems to identify significant factors, gather pertinent data, and recognize solutions; plan and organize work; and communicate effectively orally and in writing Provide assistance in management analysis work by studying organization structure, workflow, use of staff, funding, etc. to improve efficiency.
Work was performed under general supervision and assignments require general knowledge of a specialized subject matter and the exercise of judgment using established policies & procedures.

Superior Academic Achievement (See OPM's General Policies, Application of Qualification Standards Section 4.f.) S.A.A. must have been gained in a curriculum that is qualifying for the position to be filled.
