This position is located in the Office of Equal Employment Opportunity and is responsible to monitor, identify, and recommend actions to improve effectiveness of the Agency Equal Employment Opportunity programs to eliminate discrimination in employment because of race, color, religion, sex, age, national origin, or disability, and to maintain a work environment which is free from any form of unlawful discrimination.

Duties

The incumbent is the Equal Employment Opportunity (EEO) Specialist and uses skills to develop new methods or procedures for handling precedent-setting cases. Some cases may impact many individuals or cause significant impact on the Agency. Reviews documents pertaining to policies and practices, and other Agency records. Conducts investigations and fact finding inquiries and is able to change course and approach in mid-investigation whenever necessary. Determines when evidence is sufficient and the investigation is complete. Conducts interviews and takes sworn testimony, collects and documents evidence, analyzes gathered information, documents all evidence in supporting work papers, and issues investigative reports, letters of findings, and other correspondence including memorandums, decisions, letters, and supporting documents citing specific testimonial and documentary evidence. Serves as an authority on equal opportunity and civil rights problems and needs for CSOSA. Advises EEO Director and managers in planning, developing, implementing, and evaluating equal opportunity programs. Assists in identifying, defining and analyzing systemic barriers and problems to a discrimination free workplace. Assists in establishing policies, objectives, and procedures for achieving solutions, and oversees the Agency's affirmative action efforts. Provides CSOSA management with interpretations of policy and procedures when the issues involved are new, highly controversial, precedent setting issues that may involve more than one area of EEO policy. Provides EEO Director and managers with thorough and conclusive advice on the legal precedents and requirements of the equal employment opportunity program for CSOSA. Provides guidance in discrimination complaints. Evaluates the characteristics of the case and assists in determining the validity of the complaint. Provides information and briefs high-ranking management and union officials on EEO programs. Ensures that information communicates CSOSA's EEO policy and regulatory requirements. Prepares reports providing status of EEO programs and diversity and inclusion initiatives and programs. Evaluate reports and statistical data to identify trends or patterns related to implementation of EEO policies and practices and recommend corrective action when necessary. Provides training to EEO managers, supervisors and employees concerning their responsibilities in the implementation of the diversity employment program. Serves as the organization resources person and staff advisor on diversity issues. Coordinates Special Emphasis Programs.

Requirements

  • Time-in-grade requirements must be met within 30 calendar day of the closing date of this announcement
  • This is not a virtual or remote position; you must live within or be willing to relocate within a commutable distance of the duty location which is Washington D.C. (District of Columbia).

Qualifications

Time-in-Grade: Current or former federal employees who have held a GS position in the preceding 52 weeks, must meet the time in grade requirement. Applicant must have served 52 weeks as a GS-12 or higher grade in Federal Service. One year of specialized experience to the GS-12 grade level in the Federal service that demonstrates your ability to develop, implement, and evaluate annual affirmative employment/action plans, which includes identifying barriers to affected groups, analyzing workforce statistics and population, conducting studies and surveys to identify systemic concerns and/or barriers to the recruitment and advancement of affected groups; prepare EEO statistical reports; interpreting and applying current Federal Equal Employment Opportunity regulations, statutes, executive orders, court decisions, and dispute resolution processes; responding to complaints of discrimination; ensuring compliance with Equal Employment Opportunity statutes, regulations, and case law; and serving as a technical representative for Civil Rights and Equal Opportunity complaints. Applicant must provide a writing sample, not exceeding 10 pages. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
