A successful candidate in this position will serve as a Program Analyst with responsibility for performing a range of analytical studies and projects related to field program operations in the areas of management and productivity improvement (including effectiveness of work methods, manpower utilization, and distribution of functions); management controls; and work planning.

Duties

As a Program Analyst, you will: Analyze and evaluate current management and organizational practices to determine the most efficient way to organize work within a process center, records area; organization or operation; including the number and skills mix of positions needed to staff the office. Analyze principles, methods, and guidelines applicable to administrative issues, problems or NNSA operating level program implementation. Study, analyze, and develop methods to improve the accuracy, adequacy, and timeliness of information and systems for disseminating information about the NNSA's programs and work force to managers at many organizational echelons and/or geographic locations. Develop detailed plans in order to conduct information gathering; interpret administrative records and reports; correlate information to corroborate facts; and coordinate with management representatives. Gather, interpret, analyze, and correlate large amounts of narrative and statistical information about organizational functions, workload, and productivity.

Qualifications

A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower NNSA pay band level or GS grade level in the Federal Service, i.e.. EN-00 (GS-11 equivalent). Specialized experience for this position is defined as applying knowledge of effective emergency response procedures and the specialized assets applicable to nuclear or radiological incident response to ensure the development and implementation of an effective response capability. Possess knowledge and skill in the application of command, control, communication, and coordination principles is required for preparedness, response, and support for a nuclear weapon accident or incident or terrorist WMD event worldwide. Possess knowledge and skill in application of advanced theories, concepts, principles, and practices of Emergency Management sufficient to serve as the Federal Team Lead. Examples of Qualified Experience: Experience leading and coordinating with operational staff of federal agencies or state representatives during an emergency management response. Experience with partnerships and coalitions with federal, state, and/or local partner communities to fully integrate response capabilities. Experience leading or assisting the development and application of emergency operations procedures and programs.
