As a Human Resources Specialist (Classification/Staffing) at the GS-0201-13, you will be part of Workforce Policy and Innovation, Office of Personnel Management. If selected, you will develop and maintain position classification and qualifications policy and guides for occupations and job families under the General Schedule and Federal Wage System.
Duties
Provides expert interpretation of laws and regulations in the areas of position classification and qualifications policies. Monitors the need for additional or modified policies and develops proposals to ensure effective application of policies.
Develops Government-wide policy and guidance on position classification, staffing and qualifications issues related to Federal employment. Integrates position classification and qualification standards for all General Schedule and Wage Grade occupations.
Provides technical guidance to others on position classification, position management, interpretations of classification standards, FLSA determinations, and the principles behind job evaluations. Prepares advisories on pending classification appeals, reviews proposed legislation impacting position classification throughout the Federal government and responds to Congressional inquiries.
Maintains an authoritative knowledge of relevant laws, regulations, policies, standards, and procedures, which requires reading and understanding complex materials. Applies this knowledge to recommend improvements or solutions to problems; explain decisions, conclusions, findings, and recommendations; review reports, documents, or other materials; and compose correspondence or other written work.
Renders authoritative oral or written interpretations of standards in response to requests from members of Congress, agencies, other offices of OPM, State and local jurisdictions, Federal employees, and other individuals.
Collaborates with other staff members in the work unit and in other organizations within OPM to resolve questions and issues and to determine human resources (HR) policy relating to specific occupations or HR issues, e.g., commenting on proposed regulations, providing input to OPM guidance and opinions.
Conducts job analyses, evaluations, examinations, or other fact-finding studies. Collects, compiles, analyzes, and interprets information, and uses computer systems or applications to access, create, edit, print, send, retrieve, or manipulate data, files, or other information.
Collaborates with others and works on teams to accomplish work-related activities, discussing results, problems, plans, suggestions, terms, or conditions with others. Promotes, develops, and maintains good working relationships with key individuals or groups, initiating and maintaining contacts with individuals both within and outside the organization.
Conducting Government-wide studies; evaluating new qualifications requirements; designing assessment procedures and working with interagency networks of key stakeholder groups to effectively communicate and implement competency-based initiatives for qualifications.
Qualifications
For the GS 13: You must have one year of specialized experience equivalent in difficulty to the GS-12 in Federal service performing duties related to classification, recruitment, and placement. This experience must have included the following activities: (1) Providing advice and assistance on agency position classification and qualification policy. (2) Analyzing and developing position or job classification criteria for a variety of occupations (e.g., white- and/or blue-collar; General Schedule; Trades and Labor). (3) Providing technical guidance and advice to hiring manager, leadership and/or others on classification and/or qualifications policies, procedures, and guidelines. (4) Collaborating and working with others on projects and/or studies focused on classifying positions, job grading, and qualifications studies. (5) Developing technical guidance and presenting information to leadership and other stakeholders.
Merit promotion applicants must meet the time-in-grade requirement as defined in 5 CFR 300, Subpart F. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS13 level.
