The Department of Energy (DOE), Office of Inspector General is currently looking for a Supervisory Auditor in the Office of Audits. Join our professional team of auditors, criminal investigators, and inspectors who help support DOE's mission through performance and financial audits, inspections of management issues and administrative allegations, and investigations into alleged violations of law. The position being advertised is not-to-exceed (NTE) 1 year. See Additional Information section.

As a Supervisory Auditor, you will:

Qualifications

You must meet all qualifications and eligibility requirements by the closing date (09/26/2024) of this announcement. Credit will be given for all appropriate qualifying experience. For current Federal employees, if hours worked per week are not included on your resume, you must submit a non-award SF-50 for each federal position listed as part of your application to be used to validate your work schedule and determine the amount of qualifying experience that you will be granted. An award SF-50 will not be acceptable documentation for which to consider your amount of qualifying experience. For all other applicants who are not current federal employees, your resume must state either "full-time" (or "40 hours a week") or "part-time" with the number of hours worked per week to ensure proper crediting of specialized experience. Failure to adequately provide information needed to determine number of hours worked in each position may result in that time not being credited when evaluating qualifying experience. For periods of time that reflect military service, the DD-214 or Statement of Service is sufficient to meet the full and/or part-time hours requirement as the service dates will be reflected To qualify for this position at the GS-14 grade level, you must possess all of the following minimum qualifications by close of the announcement. BASIC REQUIREMENT: In accordance with OPM's Individual Occupational Requirements for the GS-0511 series, applicants must meet the following basic requirement: Degree: accounting, auditing; or a degree including auditing courses in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. -OR- Combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following: Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law; A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; -OR- Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph 1 above, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph 1 above; -AND- (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements. -AND- EXPERIENCE: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-13) in the Federal service. Specialized experience for this position is defined as: 1) Planning, organizing, and conducting complex audits of management & operating (M&O) contractor and subcontractor incurred costs, Cost Accounting Standards (CAS) compliance audits, and reviews of CAS disclosure statements; 2) Applying mastery level knowledge of accounting and auditing theories, principles, practices, and techniques to analyze problems and make sound judgments in advising both management and audit staff on technical audit problem areas; 3) Providing training to audit team members in various complex and highly technical programs areas, such as application of CAS and Federal Acquisition Regulation (FAR) cost principles; 4) Ensuring all incurred cost and CAS related work is supported in accordance with organizational policies, procedures, and generally accepted government accounting and auditing standards; 5) Contributing to the development of audit requirements and goals and objectives in assigned program areas, monitoring program areas, and making recommendations for improvement. In order to qualify, you must meet the eligibility and qualifications requirements as defined above by the closing date of the announcement. Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Time-in-Grade: Any individual who is currently holding, or has held within the previous 52 weeks, a General Schedule position under non-temporary appointment in the competitive or excepted service, must meet time-in-grade requirements (must have served 52 weeks at the next lower grade or equivalent in the Federal service). Time-in-grade requirements must be met by the closing date of this announcement.
