About the Position: This position is a DOD Cyber Excepted Service (CES) personnel system position in the Excepted Service under 10 USC 1599f. Employees occupying CES positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at the NETCOM HQ in Fort Huachuca, AZ. Serves as a professional staff accountant and subject matter expert.

Duties

Serves as a professional staff accountant and subject matter expert. Advises on the establishment, implementation, and interpretation of accounting policies, Army financial and accounting systems used at NETCOM. Independently interprets, defines, and develops the accounting policy and procedures to carry out the overall accounting objectives of NETCOM and the Department of the Army (DA). Negotiates directly with functional elements in the planning and development of management requirements, to include gathering facts, defining problems, recommending solutions, and providing technical and functional guidance. Continually analyzes and evaluates the accounting processes and data outputs of the General Fund Enterprise Business System (GFEBS) accounting system to ensure effective and adequate information for supported functional elements.

  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment.
  • This is a DoD Cyber Excepted Service (CES) personnel system position in the Excepted Service under 10 USC 1599f. Appointment to this position does not confer competitive status.
  • This is a Financial Management Level 2 Certified position. Failure to obtain this certification within 24 months of start date may subject the incumbent to adverse action.
  • The work requires an individual who possesses emotional and mental stability in a high intensity environment and the physical stamina to perform approximately 25 percent of the time in a TDY status worldwide.

Basic Requirement for Accountant (Staff): A. Degree: Bachelor's degree (or higher degree) in accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. OR B. Combination of Education and Experience: Must include at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following: (1) Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law; OR (2) A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; OR (3) Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; AND (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; AND (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Additional information about transcripts is in this document. To qualify based on your experience, your resume must describe one year of specialized experience that demonstrates the possession of knowledge, skills, abilities, and competencies necessary for immediate success in the position. Such experience is typically in or directly related to the work of the position to be filled. Specialized experience would be demonstrated by (1) researching and identifying current DOD/Army accounting and financial policy to ensure command compliance; (2) using various Army financial systems such as GFEBS ERP, GFEBS BI, GFEBS BOBJ & GCSS-A (required courses must have been completed) to create and analyze financial reports; (3) applying accounting, audit and inspection concepts such as FTR, SBR/audit sampling, Journal Voucher transfers, Dormant Account Review; and (4) researching and identifying system IDOCs/Errors; Abnormal Balances, Year-End Close procedures to recommend resolutions.

Education
