About the Position: This position is a DOD Cyber Excepted Service (CES) personnel system position in the Excepted Service under 10 USC 1599f. Employees occupying CES positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25.

Duties

Serve as a professional staff accountant and subject matter expert. The incumbent advises on the establishment, implementation, and interpretation of accounting policies Army financial and Accounting systems used at NETCOM. Responsible for the identification, study and resolution of financial and accounting applications. Independently interprets, defines, and develops the accounting policy and procedures to carry out the overall accounting objectives of NETCOM and the Department of the Army (DA). Negotiate directly with functional elements in the planning and development of management requirements, to include gathering facts, defining problems, recommending solutions, and providing technical and functional guidance. Analyze and evaluate the accounting processes and data outputs of the General Fund Enterprise Business System and Standard Army Financial System in order to ensure effective and adequate information for supported functional elements. Represent the G8 at formal and informal conferences with officials of higher, equivalent, and subordinate activities for the review and coordination of new or proposed revisions to financial and accounting systems. Analyze difficult problem areas from the manager's viewpoint for unusual reporting requirements and express these functional requirements to non-accounting personnel.

Additional information about transcripts is in this document. Basic Requirement for Accountant (Staff): EDUCATION: A. Degree: accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (The term "accounting" means "accounting and/or auditing" in this standard. Similarly, "accountant" should be interpreted, generally, as "accountant and/or auditor.") OR B. Combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following: Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law; A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements. EXPERIENCE: In addition to meeting the basic education requirement above, to qualify for this position you must also meet the specialized experience qualification requirements listed below: Researching and identifying current Army/DoD accounting and financial policy; using various Army financial systems, such as GFEBS ERP, GFEBS BI, GFEBS BOBJ & GCSS-A; creating and analyzing financial reports, proactively identifying issues, and providing recommended solutions; utilizing Microsoft Office products to create reports, briefs, and products for decision making; identifying, researching, and resolving various system errors; and completing audit sampling, Journal Voucher transfers, Dormant Account Review, and Year-End Close procedures.

Education
