Duties
Provides expert professional and technical advice on policies and procedures, as well as legal and regulatory requirements for accounting, reporting, cash management and specialized areas of budget formulation and execution.
Oversees the implementation of new and revised accounting policy, and related procedures.
Reviews the execution of DISA-wide policies and procedures to improve the management and productivity of accounting operations and procedures.
Oversees and coordinates all activities associated with preparing auditable financial statements, covering appropriated and DWCF funds, to meet the requirements of the CFO Act, and other relevant legislation.
Provides oversight of cash balances for the DISA DWCF, and general fund activities.
Directs, develops, monitors, and presents analysis of accounting and other financial management data and trends, and performs other in-depth professional analysis or special projects as required.
Develops accounting and financial systems requirements using a comprehensive knowledge of generally accepted accounting principles and applicable laws and regulations.
Evaluates employee performance and counsels employees and assists them in resolving problems, referring those beyond the incumbent's ability or authority to the appropriate resource.
Sets priorities, prepares schedules for completion of work and makes decisions on work problems presented by employees.

Qualifications
Time in Grade:
For entry at the GS-15 level, status applicants must have served 52 weeks as a GS-14 or higher grade in the Federal Service.
Basic Requirement:
This position has a positive education requirement. To qualify for this position you must meet one of the basic requirements described below:
Completion of all requirements for a bachelor's degree in accounting from an accredited college or university; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law
OR
Candidates may also qualify through a combination of education and experience: at least 4 years of professional accounting experience (at least one year must be equivalent to the journeyman level) or an equivalent combination of professional accounting experience, college-level education, and training that provided professional accounting knowledge AND 24 semester hours in accounting/auditing courses or a certificate as a Certified Public Accountant or Certified Internal Auditor.
Specialized Experience:
For the GS-15, you must have at least one year of specialized experience equivalent in level of difficulty and responsibility to the GS-14 grade level in the Federal service, or comparable in difficulty and responsibility to GS-14 if outside the Federal service, is required.
Specialized experience at the GS-15 level is defined as experience leading diverse teams of accounting personnel; experience developing new procedures or processes to resolve complex accounting issues; experience communicating with external mission partners, to include OSD, DFAS, other ODOS and Military Services, as well as internally to DISA; and experience with financial statement audits.
In addition to meeting the specialized experience requirements, qualified applicants must also possess the quality of experience as it relates to how closely or to what extent an applicant's background, recency of experience, education, and training are relevant to the duties and responsibilities of the announced position.
