The position is in the Department of State Office of Inspector General (State OlG). The Inspector General (IG) reports to the Secretary of State and the Congress. The State OIG has responsibility to detect and deter fraud, waste, and abuse, and promote the economy and efficiency of Department of State (Department) programs and operations, in accordance with the Inspector General Act of 1978, P.L. 95-452, as amended. 

Duties

The incumbent is responsible for identifying how data can be used to support the agency's most important and complex investigation, audit, inspection and evaluation priorities, as well as budget planning, programming and execution.  Data Analytics portfolio of responsibilities include fraud analytics, business analytics, metrics, and enterprise risk management.  Conducts strategic analyses of the State Department to identify programs at high risk of fraud, waste, and abuse. Develops dashboards, infographics, and short-term data analytics integration efforts by evaluating the feasibility of using data analytics to facilitate specific investigations, audits, inspections and evaluations.

  • U.S. Citizenship is required.
  • Must be able to obtain and maintain a Top Secret security clearance.
  • Incumbent will be subject to random drug testing.
  • The Ethics in Government Act, PL 95-521 requires the applicant selected for this position submit a financial disclosure statement, OGE-278, prior to assuming the SES position, annually, and upon termination of employment.

Qualifications

RESPONDING TO EXECUTIVE CORE QUALIFICATIONS (ECQ) AND MANDATORY TECHNICAL QUALIFICATIONS (MTQ):When responding to the ECQs and MTQs, you must clearly show that you possess the experience, knowledge, skills, and ability to perform the duties of this position by submitting narrative responses in which you detail your experience in each of the MTQs and the ECQs. Your examples should be clear and emphasize your level of responsibilities, scope and complexity of programs managed, program accomplishments, policy initiatives, level of contacts, and results of your actions.You should limit your narrative to two pages per MTQ and ECQ. MTQ 2: Demonstrated knowledge of applied quantitative analyses including statistical computing packages and modeling techniques; business administration; scripting in analytics and other information technology and visualization methods to translate data-driven insights into easily understood narratives, decisions, and actions; data warehousing and various data integration and management solutions. MTQ 3: Executive level management experience in leading and motivating a highly skilled, technical staff. Experience with establishing or growing a data analytics team and/or demonstrated application of data analytics to OIG oversight efforts.
