This position serves in the Veterans Benefits Administration's (VBA) Office of Human Capital Services (HCS), Learning & Development Division (L&D). HCS ensures that VBA develops, implements, and evaluates innovative learning programs and practices that promote a systematic and comprehensive approach to training, and develops VBA employees in order to provide quality, seamless service to Veterans
Duties
MAJOR DUTIES:
Responsible for directing the development of leadership and ad hoc programs that are developed from field-based requests. Assists the Director in the planning, directing and enhancement of training activities in support of VBA strategic objectives and goals. Manages strategic training programs, budget plans, personnel management, contracts and program evaluation. Major duties include, but are not limited to:
-Managing, planning, directing, integrating and evaluating training programs at the VBA Academy;
-Provides academic leadership and direction for VBA customers, in the identification, planning, and operation of all instructional, research, and consulting activities;
-Keeps current on new developments in the education and training fields, within the VBA, VA, and other external organizations of interest to Academy;
-Analyzes data resulting from evaluation and quality assurance systems, including individual course and program evaluation;
-Formulates, interprets, and disseminates guidance from headquarters on educational methods, techniques, research, curricula, media and materials, evaluation, and the application of education theory to ongoing instruction;
-Serves as an advisor to VBA officials on career development initiatives;
-Provides support services to the Academy across the entire spectrum of personnel, security, logistics, communications, financial and scheduling management;
-Manages academic budget and provides management controls over daily
expenditures;
-Reviews all correspondence and other materials prepared for the signature and information of the Academy for content, coordination, and consistency with policy, i.e., control of administrative actions, files, routing/coordination of staff actions, calendar supervision;
-Performs short- and long-range planning and prepares, de-conflicts schedules to ensure that all Academy instructions, special projects, meetings, and conferences are properly resourced within the Academy's capability and coordinates outside resources when necessary to achieve Academy objectives;
-Plans and adjusts priorities to ensure outside requirements do not adversely impact on scheduled courses of instruction;
-Develops and assigns special projects to accomplish new or revised objectives, and directs corresponding adjustment in workload, resources, and schedules;
-Responsible for the operation and management of the facility;
-Maintains daily liaison with GSA and building facilities management to identify requirements for alteration and repair of existing facilities, within the terms of the existing lease, including ensuring lifecycle maintenance (painting, carpeting operations);
-Develops plans for proper space utilization of facility;
-Oversees design of computer and multimedia networks, preventive maintenance records, and supply and equipment requirements
-Assures that hardware and software are updated and properly configured to support training in accordance with appropriate authorities;
-Recommends purchase and operation of Academy equipment and supervises its acquisition and use;
-Ensures that the Continuity of Operations Plan (COOP) is properly integrated as necessary with other contingency plans for the Academy;
-Provides technical and administrative supervision to the Academy staff;
-Oversees the daily operation of the unit, ensures that agency policies and priorities are being followed; develops performance standards; and evaluates work performance of subordinates;
-Hears and resolves minor complaints from employees; refers group grievances and more serious unresolved complaints to a higher-level supervisor or manager;
-Effects minor disciplinary measures such as warnings and reprimands and recommends action in more serious cases;
-Interviews candidates for positions in the unit;
-Recommends appointments, promotions, and reassignments to unit positions;-Identifies and provides for training needs; and finds ways to improve production or increase the quality of work within the area of authority;
-Directs and supervises the development of quantitative and qualitative measurements, standards, and procedures to evaluate the outcomes and impact of training programs;
-Trains staff and other personnel in the development and use of training evaluation techniques and performance standards;
-Utilizes supervisory practices that ensure evaluation processes are being used and outcomes are being integrated into training program updates;
-Guides staff members in using processes that allow for the integration of key personnel from the Business Lines and Staff Offices in the collection of vital program outcome data;
-Produces summary reports that document the strengths and development areas of all programs;
Work Schedule: Full time, Monday through Friday 8:00 a.m. to 4:30 p.m.

To qualify at the GS-14 level, applicants must possess one (1) year of specialized experience equivalent to the GS-13 level. Candidate must have experience in:
SPECIALIZED EXPERIENCE:
Candidate must have experience in successfully leading multi-educational learning facilities and be an effective cooperative collaborator with demonstrated ability to drive results through building strategic relationships with senior-level leaders.
Candidate must have demonstrated program and project management skills and be responsible for all aspects of contract management, coordinating, controlling and executing L&D contracts.
Must have experience in review and evaluation of program design and evaluation processes to determine which approach will best foster effective delivery and measurable outcomes.
