This position is located in the Environmental Management Service (EMS), VA Western North Carolina Health Care System at the Charles George VA Medical Center Asheville. The primary purpose of the position is to direct and coordinate the administrative, operational/planning activities internal and external to the service, oversee the budget and conduct comprehensive staffing/organizational analyses of EMS (final authority resting with the Chief).
Duties
Major Duties:
The Incumbent is responsible for personnel management for EMS; tracking, preparing, and finalizing the many requests (surveys/data calls) which are initiated by both internal and external stakeholders/program managers; processing requests for the Executive Resource Council for replacement personnel and funding requests, changes in programs, etc.
Acts as reviewing authority with the Human Resources Office concerning personnel related matters, i.e., disciplinary actions and responds to appeals and grievances.
Attends hearings as requested. This may involve working with District Counsel, Special Counsel, EEO Investigators, Office of Inspector General and others in resolving personnel problems and taking personnel actions.
Plays a central role in developing and coordinating internal review systems to assure that EMS activities (Housekeeping, Textile, Grounds) comply with agency and accrediting and regulatory requirements.
Assists managers and staff in projecting staffing needs, writing position descriptions, developing job analyses, preparing performance plans and appraisals.
Drafts disciplinary and adverse actions, special leave requests, performance and incentive awards related to employee and labor relations issues within the Service, with final authority resting with the Assistant Chief and Chief.
Discusses, investigates and responds to employee grievances and dissatisfactions in order to resolve conflicts.
Represents management at labor/management meetings, provides information and resolves conflicts and/or problems that may arise and assures management officials are familiar with the negotiated agreement. Listens to problems and concerns of Medical Center employees and patients and helps when possible or secures advice from Human Resources.
Reviews, analyzes, and interprets incoming/outgoing correspondence for determination of accuracy of information, proper composition, proper format, and whether such correspondence conforms to current VA policies, as well as the viewpoint of the EMS Chief and supervisors.
Recommends appropriate action or suggests appropriate alternatives based on knowledge of internal operations, agency personnel policies, budgetary constraints and work priorities.
Leads in administering programs concerning such matters as equal opportunity, merit promotion, labor management relations, and position management.
Serves as a key figure in manpower utilization program, assuring recruitment and retention within approved ceilings are maintained.
Assists with personnel administration including knowledge of personnel operations, position classifications, grievance procedures, performance standards, functional statements, scopes of practice and disciplinary action.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/20/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. To qualify based on education for this grade level you must have a master's or equivalent graduate degree; OR 2 full years of progressively higher level graduate education leading to such a degree; OR LL.B. or J.D., if related.

Physical Requirements: The work is sedentary. Typically, the employee sits comfortably to do the work. However, there may be some walking; standing; bending; carrying of light items such as papers, books, small parts; or driving an automobile, etc. No special physical demands are required to perform the work.
