The position is located at the Charles George VA Medical Center in Asheville, North Carolina. The incumbent serves as Administrative Officer to the Chief, Geriatrics and Extended Care Service and provides administrative support to all G&EC service program areas. The incumbent serves as the primary resource person responsible for providing administrative leadership and coordination, both within and outside the G&EC Service and medical center, as appropriate.
Duties
MAJOR DUTIES:
Serves as the administrative resource for G&EC personnel management actions. Incumbent listens to problems and concerns of the employees and secures employee advice from Human Resources.
Coordinates and participates in disciplinary actions and responds to appeals and grievances. Participates in the selection process of staff for G&EC.
Assists in oversight of the clerical employees ensuring assigned workloads are accomplished on a priority basis. Provides guidance and administrative support in developing or rewriting position descriptions and performance standards. Incumbent Supervises the administrative staff for G&EC Service.
Incumbent is responsible for work assignments, project priorities, timelines, and accuracy of work completed by the administrative staff. Works closely with credentialing specialists to ensure all credentialing and privileging requirements are current, correct, and complete prior to any request for a physician or physician extender to enter on duty, or prior to any request for changes in clinical privileges.
Develops and coordinates internal review systems to assure that both clinical and administrative activities are in compliance with agency and accrediting and regulatory requirements.
Works closely with the Chief, G&EC to ensure the agency's and the medical center's EEO goals and objectives are met.
The incumbent is directly involved in both long and short-range planning and policies for the G&EC Service. The incumbent is knowledgeable about the G&EC Performance Improvement Program, including the requirements of VA Central Office (VACO) and The Joint Commission (JC), as they relate to G&EC programs.
Provides information and participates in annual management reviews, management briefings, and personnel management reviews in the G&EC Service.
The incumbent provides support to the G&EC Service concerning Event Capture (S0250 process), Decision Support System (DSS) for accurate labor mapping of staff and reports part-time physician hours monthly to the Chief of Staff.
To provide continuity, the incumbent may attend meetings as the alternate or designee for the Chief, G&EC.
Attends G&EC staff meetings and provides information and feedback on administrative matters such as budgeting, personnel, supply, space, remodeling projects, parking, etc.
The incumbent serves on the Environment of Care Committee, Patient Satisfaction Committee, and is the Records Liaison Officer for G&EC.
The incumbent serves as the Service Level Patient Advocate and public relations liaison for the G&EC Service. Works closely with the Patient Representatives and the Administrative Assistant to the Chief of Staff to resolve patient complaints and enhance public relation activities. This includes investigations, preparation of correspondence, and follow-up of any corrective actions.
Works closely with the Nurse Manages in the CLC to keep bed and patient census at maximum capacity based on staffing and bed availability.
The incumbent prepares the G&EC budget projections based on studies of past expenditures, knowledge of service requirements, changes in workload, and future goals of the service. This requires working closely with the Chief of G&EC, supervisors and program coordinators to accurately assess, determine, and forecast specific needs and communicate the information effectively.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 04/08/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-9. The grade may have been in any occupation but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. You may qualify based on your experience and/or education as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-9 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include but are not limited to: Experience in management and review planning; Long and short-range planning; Experience with RAC request; Space utilization; Inventory of equipment; Employee relations/Labor relations; Personal management reviews; Public relations; Budget projections.

Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M., if related. Combine Education/Experience: Applicants may also combine education and experience to qualify at this level. You must have a combination of specialized experience and graduate education beyond the first two years or 36 semester hours. (Transcript Required)

Physical Requirements: The work is mostly sedentary. The work requires walking, standing, bending, and carrying light items such as books, papers, and files. The incumbent works in an office where there are normal, everyday risks.
