Duties
The AO reviews official outgoing correspondence for accuracy, proper composition, proper
format, and whether such correspondence conforms to current VA policies, applicable laws, and
regulations. The incumbent assures all actions are supported by laws and regulations while
accurately representing the viewpoint of the supervisor/management. The AO seeks guidance
and letters of opinion from Office of Regional Council when liability of a provider, employee, the
service line, facility, or Department of Veterans Affairs is called into question.
Administrative Officer administers the space plan and maintains effective utilization of all space
associated with Emergency Services Care. Administrative Officer coordinates the needs of other
support services needing space within area of responsibility assuring best utilization and patient
care delivery. Administrative Officer submits space committee request and presents justification
and recommendations to the committee as the subject matter expert of overall patient flow and
needs.
The incumbent assists managers in advocating for staffing needs, writing position descriptions,
developing job analyses, and preparing performance plans/appraisals. The AO assists in
reviewing requests and provides appropriated guidance based on knowledge of internal
operations, agency personnel policies, budgetary constraints, and clinical work priorities.
Knowledge and skill in applying analytical and evaluative methods and techniques to issues or
studies of the efficiency and effectiveness of program operations and substantive administrative
support functions (internal activities or functions such as supply, budget, procurement, or
personnel which serve to facilitate operations).

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/26/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: coordinating the administrative/operational and planning activities within programs; recommending areas and methods that needs to be improved; and providing Program Director, Emergency Services leadership, clinical supervisors and other clinical/administrative staff with consultative direction and advice on a variety of administrative subjects to ensure that services are integrated and coordinated across all disciplines and sections.

To qualify based on education for this grade level you must have a master's or equivalent graduate degree; OR 2 full years of progressively higher level graduate education leading to such a degree; OR LL.B. or J.D., if related.
