This position is located in the Department of Homeland Security (DHS), Office of Program Accountability and Risk Management (PARM). PARM's mission is to lead and optimize the DHS acquisition enterprise to deliver capabilities enabling mission success. The purpose of this position is to evaluate the progress of, and provide guidance to, DHS's most complex major acquisition programs as they advance through the acquisition lifecycle framework. Non-BU: This is a non-bargaining unit position.

Duties

As a Program Analyst, GS-0343-15, your typical work assignments may include the following: Acquisition program governance. Facilitates acquisition governance activities for Major (DHS Level 1 and 2) acquisition programs consistent with DHS Acquisition Management Instruction 102-01-001 and its associated policies and guidebooks; guides the implementation of disciplined program management activities for Level 1 and 2 acquisition programs to maximize value and reduce risk. Tracks the progress of Major acquisition programs on the Master Acquisition Oversight List (MAOL) against acquisition program baselines (cost, schedule, and performance). Coordinates with Component Acquisition Executive (CAE) staff, program office staff, and DHS headquarters staff to monitor and report on program status. Reports upward to DHS senior leadership as required on metrics related to Major acquisition program performance. Problem solving. Work with program offices, CAE offices, HQ offices, and other entities to consult on programmatic issues and provide constructive ideas and solutions to support acquisition program success. Employ solution-oriented approaches to work with programs to identify ways to tailor the acquisition lifecycle framework specific to their needs, and work with DHS stakeholders to identify ways to better enable program success as they work through key acquisition activities. Communication. Effectively communicating information on assigned programs and subject areas to various audiences. Concisely and effectively writes products addressing their analysis of programmatic issues at a level appropriate for the audience, and briefs their analysis orally to senior leaders and other audiences. Prepares input for Congressional hearings, provides responses to GAO/OIG audits/inquiries, and provides input on other legislative interactions. Provides authoritative advice and counsel on programmatic issues. Advises leadership and components of new or changes in public laws that affect the acquisition program management mission, and recommends changes in departmental acquisition policy, as appropriate. Represents PARM. Represents PARM and the Department at intra- and inter-agency working groups, integrated product teams, panels, committees, discussions, meetings and technical societies. Representation may include leading these forums as an expert in acquisition program management. Performs special projects, as assigned, related to governance, oversight, and support of Major acquisition programs. Projects may include leading or conducting special studies, performing ad hoc analysis, leading integrated product teams or working groups, and/or providing subject matter expertise in various forums. Qualifications

SPECIALIZED EXPERIENCE You qualify for the GS-15 grade level if you possess at least one (1) year of specialized experience equivalent to the GS-14 grade level in Federal service or equivalent private/public sector experience. For this position, specialized experience is defined as: Analyzing acquisition programs and providing recommendations to senior management. Ensuring acquisition program compliance with agency acquisition program management policy (e.g., DHS D-102 or the DoD Adaptive Acquisition Framework). Tracking progress against acquisition program baselines (APBs) to monitor program health. Consulting with internal and external stakeholders to provide solutions to program-wide issues to ensure mission success. NOTE: Your resume must explicitly indicate how you meet this requirement, otherwise you will be found ineligible. Substitution of education in lieu of specialized experience may not be used for this grade level. All qualifications and eligibility requirements must be met by the closing date of the announcement. Time-in-grade: Current General Schedule (GS) federal employees, and those that have served in GS positions within the last 52 weeks, must have served 52 weeks at the next lower grade, or a combination of the next lower grade level and an equivalent band in the federal service by the closing of this announcement. Note: Current or former Federal employees MUST submit a copy of their SF-50 Form which shows competitive service appointment ("position occupied" block 34 on the SF-50 should show a "1"), tenure group (block 24 should show a 1 or 2), grade, and salary.
