This Volunteer Program Specialist position is located in the Visitor Engagement, Education and the Arts Directorate at National Parks of Boston, a collection of iconic partnership parks within the City of Boston that includes Boston National Historical Park, Boston African American National Historic Site and Boston Harbor Islands National Recreation Area.

Duties

Some of the duties you will perform will include, but are not limited to: Plan, develop, implement, and evaluate the park-wide Volunteer-in-Parks (VIP) Program. Collaborate with park colleagues, park partners and community-based organizations to build strategic relationships and achieve common goals associated with volunteerism. Utilize a variety of methods or tools to create, schedule, coordinate, monitor, evaluate, and manage volunteer projects and resources. Adapt leadership style to motivate, challenge, and engage others with the management of the park-wide VIP Program. Prepare, justify, monitor, and administer the budget for the park-wide VIP Program.

All qualifications must be met by the closing date of this announcement-09/26/2024-unless otherwise stated in this vacancy announcement. Credit will be given for all appropriate qualifying experience. For current Federal employees, if hours worked per week are not included on your resume, you must submit a non-award SF-50 for each federal position listed as part of your application to be used to validate your work schedule and determine the amount of qualifying experience that you will be granted. An award SF-50 will not be acceptable documentation for which to consider your amount of qualifying experience. For all other applicants who are not current federal employees, your resume must state either "full-time" (or "40 hours a week") or "part-time" with the number of hours worked per week to ensure proper crediting of specialized experience. Failure to adequately provide information needed to determine number of hours worked in each position may result in that time not being credited when evaluating qualifying experience. For periods of time that reflect military service, the DD-214 or Statement of Service is sufficient to meet the full and/or part-time hours requirement as the service dates will be reflected. To qualify for this position at the GS-09 grade level, you must possess the following minimum qualifications by close of the announcement: Specialized Experience: One year of specialized experience comparable in scope and responsibility to the GS-07 grade level in the Federal service (obtained in either the public or private sectors). Specialized experience is experience that equips the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression for the occupation in the organization. Examples of qualifying specialized experience includes but is not limited to: implements plans on behalf of a multi-disciplinary planning team that represents the volunteer program goals; applies principles of volunteer program management, including designing volunteer activities; and applies personnel practices and procedures in the areas of recruitment, interviewing, selection, placement, orientation, and retention of volunteers. You must provide hours per week and to/from dates (month/year) on your resume. -OR- Education: Two years of progressively higher-level graduate education leading to a master's or equivalent graduate degree or LL.B. or J.D., if related. One year of full-time graduate education is considered to be the number of credit hours that the school attended has determined to represent one year of full-time study. If that number cannot be obtained from school, 18 semester hours should be considered an academic year of graduate study. You must provide copies of your transcripts. -OR- Combo Education and Experience: Equivalent combination of education and experience as described above. NOTE: Only graduate level education in excess of one year may be combined with experience. To calculate your percentage of qualifying graduate education, divide your number of semester hours in excess of 18 semester hours by 18 or the number your school uses to represent one year of full time graduate academic study. To calculate your percentage of experience, divide your months of qualifying specialized experience by 12. Add the two percentages. The total must equal at least 100 percent to qualify. You must provide copies of your transcripts and the hours per week and to/from dates (month/year) on your resume. To qualify for this position at the GS-11 grade level, you must possess the following minimum qualifications by close of the announcement: Specialized Experience: One year of specialized experience comparable in scope and responsibility to the GS-09 grade level in the Federal service (obtained in either the public or private sectors). Specialized experience is experience that equips the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression for the occupation in the organization. Examples of qualifying specialized experience includes but is not limited to:operating and managing a volunteer program; supervising groups of people; preparing and presenting training and development programs; use of computer programs (e.g. Microsoft, Access databases, word processing, spreadsheets); scheduling volunteer work and overnight accommodations; developing and implementing a recognition plan; managing a budget: and facilitating staff from diverse disciplines and representatives from diverse organizations to create strong stakeholder support for volunteer initiatives and a collaborative team environment for accomplishing volunteer program goals. You must provide hours per week and to/from dates (month/year) on your resume. -OR- Education: Three years of progressively higher-level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree. One year of full-time graduate education is considered to be the number of credit hours that the school attended has determined to represent one year of full-time study. If that number cannot be obtained from school, 18 semester hours should be considered an academic year of graduate study. You must provide copies of your transcripts. -OR- Combo Education and Experience: Equivalent combination of education and experience as described above. NOTE: Only graduate level education in excess of two years may be combined with experience. To calculate your percentage of qualifying graduate education, divide your number of semester hours in excess of 36 semester hours by 18 or the number your school uses to represent one year of full time graduate academic study. To calculate your percentage of experience, divide your months of qualifying specialized experience by 12. Add the two percentages. The total must equal at least 100 percent to qualify. You must provide copies of your transcripts and the hours per week and to/from dates (month/year) on your resume. Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Applicants must be at least (1)18 years old or (2) at least 16 years old and: (a) Have graduated from high school or been awarded a certificate equivalent to graduating from high school; or (b) Have completed a formal vocational training program; or (c) Have received a statement from school authorities agreeing with their preference for employment rather than continuing their education; or (d) Be currently enrolled in a secondary school and either work only during school vacation periods or work part-time during the school year under a formal student employment program.

Education

To qualify based on education, you must submit a legible copy of transcripts from an accredited institution with your name, school name, credit hours, course level, major(s), and grade-point average or class ranking. Transcripts do not need to be official, but if you are selected for this position and you used your education to qualify, you must provide official transcripts before you begin work.
