This Global Programs (GP) position is responsible for administering the financial and internal controls aspects of programs.
This is a Bargaining Unit position.
Duties
The duties described are for the full-performance level. At developmental grade levels, assignments will be of more limited scope, performed with less independence and limited complexity.
The duties may include but are not limited to: Monitors and ensures operational consistency in the administration of FAS market development programs.
Processes and tracks market development program agreements, amendments, claims, and other key program documents. Conducts monthly fiscal reconciliations to identify errors and discrepancies in MAP, FMD, and RAPP participant program balances.
Prepares periodic statistical and written summaries of findings and conclusions for special projects as requested. Takes initiative to prepare graphic displays of data for use by the Division.
Reviews, processes, and approves reimbursement claims and advances, fiscal reports, fund and resource allocations, and other related materials applicable to MAP, FMD, and RAPP activities, both in the United States and overseas.
Processes and tracks market development program agreements, amendments, claims, and other key program documents.
Requirements

Qualifications
Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below.
TIME-IN-GRADE: Current federal employees applying for a promotion opportunity must meet time-in-grade (TIG) requirement of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled.
BASIC REQUIREMENT:
Applicants who meet the basic requirements qualify for this grade level.
FOR THE GS-09 LEVEL: Applicants must have one year (52 weeks) of specialized experience equivalent to the at least the GS-07 level; or its non-federal equivalent that included experience: experience applying program/project management (design, implementation, monitoring and/or evaluation) principles, theories, concepts, methods, and techniques; experience utilizing written and oral communication to explain and describe program issues and problems; experience applying basic knowledge of agriculture and rural development methods and techniques to provide support for a program/project and experience utilizing computer and software tools.
OR
Possess a Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B or J.D., if related.
OR
A combination of experience and education.
FOR THE GS-11 LEVEL: Applicants must have one year (52 weeks) of specialized experience equivalent to the at least the GS-09 level; or its non-federal equivalent that included experience: ensures the timeliness of information and the accuracy of program-related data in data management systems; processes and tracks market development program agreements, amendments, claims, and other key program documents and provides informational support to senior leadership for the development of briefing papers, budget materials, controlled correspondence.
OR
Possess a Ph.D. or equivalent doctoral degree; or 3 full years of progressively higher-level graduate education leading to such a degree; or LL.M., if related.
OR
A combination of experience and education.
FOR THE GS-12 LEVEL: Applicants must have one year (52 weeks) of specialized experience equivalent to the at least the GS-11 level; or its non-federal equivalent that included experience: ensures the timeliness of information and the accuracy of program-related data in data management systems; processes and tracks market development program agreements, amendments, claims, and other key program documents provides informational support to senior leadership for the development of briefing papers, budget materials, controlled correspondence and prepares periodic statistical and written summaries of findings and conclusions for special projects as requested.
Equivalent combinations of education and experience are qualifying for this grade level.
Note: There is no education substitution for the GS-12 grade level.

COMBINATION OF EDUCATION & EXPERIENCE AT THE GS-09/11 GRADE LEVELS: Applicants may have combinations of successfully completed education and specialized experience to meet total qualification requirements. The total percentages must equal at least 100 percent to qualify for that grade level.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
