Incumbent serves as a Management Analyst for the Professional Development Academy (PDA) responsible for a complete program of analysis directed at cost reduction, quality improvement, fund utilization and work force optimization. The incumbent performs and participates in a broad range of analysis, evaluation activities and management controls within Learning and Development (L&D).

Duties

Major Duties (Included but are not limited to): - Performing organizational analysis for key training programs which have impact on VBA's mission. - Analysis and evaluations, on a quantitative or qualitative basis, the effectiveness of programs or operations in meeting established goals and objectives. - Familiarity of research and/or analysis of problems, issues, or program requirements. Awareness of analysis and advice given on agency-wide programs with only basic background information and applies many advanced techniques to interpret meaning and evaluate findings - Planning, developing, and communicating information sharing policies concerning VBA's training programs and policies to employees and members of the public. - Familiarity of communications plan to inform VBA leadership and employees and other entities on pertinent Leadership Development Program information. - Responds to customer inquiries, telephone calls and/or email messages from senior leaders, managers, supervisors and employees. - Coordinating, organizing and scheduling meetings; preparing minutes. - Knowledge and awareness of researching, obtaining needed material, developing, designing, editing and finalizing professional documents and PowerPoint presentations. - Supports in the maintenance of updates to SharePoint sites and dashboards, running reports, analyzing and interpreting data. - Supports in the development, implementation, and definition of administrative requirements to include management of the office group email boxes. - Creation of reports and maintenance records of work accomplishments and administrative information, as required, and coordinate the preparation, presentation and communication of work-related information. - Communication and clarification to the team on assignments, projects, problems to be solved, actionable events, milestones, and/or program issues under review, and reiterate deadlines and time frames for completion. - Coordinates research and/or analysis of problems, issues, or program requirements, - Provides basic analysis and advice on agency-wide programs, with only basic background information, applies many advanced techniques to interpret meaning and evaluate findings. - Awareness of process in devising, often on short notice, solutions to problems of great complexity, scope and importance, often of a precedent setting nature. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement:09/19/2024.TIME-IN-GRADE REQUIREMENT: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements.To verify your eligibility, you must submit a copy of your most recent Notification of Personnel Action, Standard Form 50 (SF-50). The grade may have been in any occupation, but must have been held in the Federal service. You must provide a copy of your most recent SF-50 that indicates proof of status, and shows Time in Grade (for example, you were a career or career-conditional employee) and identifies your position title, series, grade, step, salary, tenure, and type of service (Competitive or Excepted). If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must also submit your most recent promotion or within-grade increase in addition to your recent SF-50. If you previously held a higher grade, you must also submit any SF-50 showing that grade. DO NOT submit Award SF-50's and/or General Adjustment SF-50's as they cannot be used to prove time-in-grade. For a GS-11 position you must have served 52 weeks at the GS-09 level. For a GS-12 position you must have served 52 weeks at the GS-11 level. For a GS-13 position you must have served 52 weeks at the GS-12 level. MINIMUM QUALIFICATION REQUIREMENT: You may qualify based on your experience and/or education as described below:GS-11 Grade Level: SPECIALIZED EXPERIENCE: GS-11 Level: To qualify at the GS-11 level, applicants must possess one (1) year of specialized experience equivalent to the GS-09 level. Candidate must have experience in: Assistance in the development of training programs, projects, and products Conduct evaluations and analysis on a qualitative and quantitative basis OR, Education Substitution: GS-11 ONLY- Education: Applicants may substitute education for the required experience for the GS-0343-11 grade level. To qualify based on education for this grade level you must have the following: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related. GS-12 Level: To qualify at the GS-12 level, applicants must possess one (1) year of specialized experience equivalent to the GS-11 level. Candidate must have experience in: Research and/or analysis of problems, issues, or program requirements Coordinates monitoring and reporting on the status and progress of work, check on work in progress and reviewing completed work Education: There is no education substitution at this grade level GS-13 Level: To qualify at the GS-13 level, applicants must possess one (1) year of specialized experience equivalent to the GS-12 level. Candidate must have experience in: Administration in the development of training programs, projects, and products Articulate, communicate and make clarifications to the team on assignments, projects, problems to be solved, actionable events, milestones, and/or program issues under review, and reiterate deadlines and time frames for completion Prepares or advises in the preparation of replies to important correspondence of an especially complex or sensitive nature. Combining Education & Experience: If you do not fully meet the length of experience and education described for a specific grade level (e.g. have six months of experience and some coursework but not a degree), the two can be combined to total 100% of the requirement. Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Full vs. Part-Time Employment: Full-time employment is considered to be at least 35 hours per week. Part-time experience will be credited on a pro-rated basis; when including part-time employment in your resume you must specify the average hours worked per week. Physical Requirements: Work is primarily sedentary and involves use of a personal computer; a degree of manual dexterity and visual acuity sufficient to use these tools is required. Occasional standing, bending, walking, and stooping are also necessary. Some slight physical effort is required in that incumbent lifts and carries books, laptop, files, and similar items.
