NIH's mission is to seek fundamental knowledge about the nature and behavior of living systems and the application of that knowledge to enhance health, lengthen life, and reduce illness and disability. We are looking for motivated GS-0343-13 Management Analyst in multiple locations to help drive the NIH mission.

Duties

If selected for this position as a GS-0343-13 Management Analyst your duties may include, but are not limited to the following: Leads teams of specialists, or individually conducts in depth studies, reviews, evaluations, and assessments of issues and proposals assigned; determines the functionality of unique organizational structures and provides necessary and appropriate coordination among key participants for the long range planning and development of organizational strategies to meet objectives and mission (i.e., information management systems, human capital, administrative support, financial and budgeting). Prepares a variety of comprehensive status reports, management summaries, and briefing papers which identify problems, assess the overall condition of work completed or in progress and outlines issues, solutions and recommendations. Initiates and executes very complex administrative/management projects. Designs and conducts comprehensive management studies where the boundaries of the studies are extremely broad and difficult to determine in advance. Establishes and maintains contacts with other Government agencies, and private organizations to exchange information on management planning objectives and other management planning and control systems/processes related to assigned areas. Analyzes and evaluates findings and recommends more efficient, effective and economical ways to accomplish workload and program objectives.

Requirements

Qualifications

You qualify at the GS-13 level, if you meet the following qualification requirements: You must demonstrate in your resume at least one (1) year of qualifying experience equivalent to at least the GS-12 level in the Federal service obtained in either the private or public sector, performing the following types of tasks:1) Leading studies employing qualitative (e.g., focus groups, individual interviews, observations) and quantitative (e.g., surveys, cost-benefit analyses, feasibility studies) assessment methods to evaluate the effectiveness of policies and procedures related to the management and administration of information systems, human capital planning, and financial and budgeting operations; 2) performing analytical studies related to management operating procedures and organizational productivity; 3) reviewing and editing administrative standard operating procedures affecting parent and subordinate offices; and 4) , writing official reports to senior management on findings, recommendations, and implementation plans for improvements to administrative operations. You will receive credit for all experience material to the position, including experience gained in religious, civic, welfare, service, and organizational activities, regardless of whether you received pay.
