This position is located in the Department of Health & Human Services (HHS), Centers for Medicare & Medicaid Services (CMS), Office of Strategic Operations and Regulatory Affairs, Issuances, Records and Information Systems Group.
As a IT Specialist, GS-2210-13, you will serve as an IT expert and technical advisor for functions related to information technology (IT) and digital business systems, which includes the development of procedures and processes.
Duties
Provides technical support and advice to customers who need assistance and training on the agency's internet and intranet architecture.
Serves as a Contracting Officer Representative (COR) in the division to support contractor work specified within agency-wide electronic document management, workflow, and tracking system contract(s) for CMS' business operations strategy.
Duties include technical monitoring of all standards set forth in a particular contract, ensuring the contractor meets the technical requirements under the contract by the delivery date(s) within the period of performance.
Provides technical expertise and support in OSORA IT-related expenditures.
Participates in CMS' planning process for all major information systems to ensure records management functionality is appropriate for the records/information assets they support is included in system design.

BASIC REQUIREMENT: You must have IT-related experience demonstrating each of the four competencies listed:

In order to qualify for the GS-13, you must meet the following: You must demonstrate in your resume at least one year (52 weeks) of qualifying specialized experience equivalent to the GS-12 grade level in the Federal government, obtained in either the private or public sector, to include:
1) Executing contract modifications, contract awards, independent government cost estimates (IGCE), and statement of work (SOW) development.
2) Ability to manage multiple COR III level contracts simultaneously; AND
3) Knowledge and skill in applying IT theories, principles, concepts, standards, methods, and practices to contract oversight..
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Time-in-Grade: To be eligible, current or former Federal employees and current or former Federal employees applying under the VEOA eligibility who hold or have held a permanent General Schedule position in the previous year must have served at least 52 weeks (one year) at the next lower grade level from the position/grade level(s) to which they are applying.
