You will serve as a BUDGET OFFICER, DEFENSE SECURITY COOPERATION AGENCY (DSCA), TED STEVENS CENTER FOR ARCTIC SECURITY STUDIES (TSC) of DDHBAP ASIA PACIFIC CENTER FOR SECURITY STUDIES. Position located at Ted Stevens Center for Arctic Security Studies, Anchorage Alaska.

Duties

You will plan, organize, and carry out annual multi-year budgeting projects. You will be responsible for planning, directing, reviewing, managing and controlling of the budget planning, execution, evaluation and financial management functions. You will establish work methods and procedures that will ensure the preparation of all budget execution actions. You will make recommendations relative to redistribution of funding in response to changes in budgetary guidance and staffing levels. You will advise and assist managers in preparing, documenting, and submitting detailed budget estimates. You will provide interpretation, advice and recommendations, which affect the management control and consistency of program planning, evaluation and financial management. You will respond to queries from project managers, Contracting Officer Representatives, private contractors, and others relative to problems and questions involving contracts. You will provide technical leadership, coordinate problem resolution, and ensure internal/external reporting requirements are satisfied in a timely and professional manner.

  • Generally, current federal employees applying for GS jobs must serve at least one year at the next lower grade level. This requirement is called time-in-grade. Time-in-grade requirements must be met by the closing date of this announcement.
  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • Males born after 12-31-59 must be registered for Selective Service.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This is a Financial Management Level III certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.

Qualifications

For the GS-13: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: using governing budgetary policies, precedent setting decisions, procedures, and regulations issued by higher headquarters (e.g., DSCA, USNORTHCOM, USINDOPACOM, and USEUCOM) to assure budget forecasts, estimates, and submission conform to requirements, guidelines, and financial objectives. other senior management officials. For the GS-12: Your resume must demonstrate at leave one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: applying principles, practices, laws and regulations in budgeting for the DoD to assist with developing long-range (multi-year) budget estimates and multi-appropriation analysis to support the acquisition of products and services from both the private and public sector.
