This position will serve as the Program Analyst within The United States Coast Guard (USCG), Surface Forces Logistics Center (SFLC), Business Operations Division (BOD), Business Performance Branch located in Baltimore, Maryland.

Qualifications
TO QUALIFY FOR GS-13: Applicants must possess at least one year of specialized experience equivalent to the GS-12 level in the Federal service. Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work. Examples of specialized experience for this position is defined as:
- Performing of a wide range of qualitative and/or quantitative methods to assess and improve program effectiveness.
- Improving complex processes and systems, and to plan, organize, and direct team study work and to negotiate effectively
- Comprehensive knowledge of the range of administrative laws, policies, regulations, and precedents applicable to the administration of one or more of important programs.
- Experience developing new or modified work methods, organizational structures, management processes, and/or program administration procedures.
- Comprehensive knowledge of the range of administrative laws, policies, regulations, and precedents applicable to the administration of one or more of important programs.
- Experience designing and conducting comprehensive management studies, and preparing solutions to especially broad, important, and severe management problems.

NOTE: Education cannot be substituted for experience at this grade level.
