You will serve as a PROGRAM ANALYST in the Deputy Under Secretary of the Navy (Management) Policy, Strategy, and Capabilities Directorate of OFF OF THE UNDER SECRETARY OF THE NAVY.
Duties
You will provide advice, counsel and executive assistance to the Senior Director for Policy, Strategy and Capabilities on a variety of matters to include planning, programming, policy, and national security.
You will be responsible for ensuring that the naval interests and capabilities are actively promoted with other interagency departments and agencies.
You will assist in coordinating and monitoring DON policy and plans supporting general defense and national security policy development.
You will formulate policy objectives and priorities, and implement plans consistent with DON stakeholders.
You will assist and address cross-cutting global posture issues, coordinate on posture-related international agreements and ensure that DON interests are reflected in the conduct of the U.S. International Security Policy.
You will provide support to senior decision making forums (e.g. Deputies Management Action Group (DMAG), Secretary's Leadership Council (SLC), and Defense Executive Committee (DEXCOMM)).
Requirements

- Generally, current federal employees applying for GS jobs must serve at least one year at the next lower grade level. This requirement is called time-in-grade. Time-in-grade requirements must be met by the closing date of this announcement.
- Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
- Males born after 12-31-59 must be registered for Selective Service.
- You will be required to obtain and maintain an interim and/or final Top Secret/SCI security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
- MSP/PPP applicants must currently hold the required security clearance.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-14 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
Experience analyzing and utilizing national security policies and strategies, military installation and global posture, and congressional operations.
Experience applying regulations and U.S. Policy and doctrine governing Department of Defense when performing assignments, making recommendations, and gathering materials to complete tasks.
