Duties

Under the direction of the Chief and Deputy Chief Financial Officer, directly assists in support of staff management responsibilities as it affects the day-to-day operations of SOFM. Interfaces with military, governmental and private-sector organizations for official visits and matters on protocol and coordinating protocol issues arising from official functions. Provides the full range of administrative support to the Directorate. Accountable for the effective and efficient orchestration of all travel arrangements and plans for Executives' CONUS AND OCONUS travel using the Defense Travel System (DTS). Responsible to ensure the core classified national information protection security disciplines of information are fully covered from a policy and programming viewpoint to ensure overall information protection requirements meet mission requirements.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions for GS-0301, Miscellaneous Administration and Program Series. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-07, or equivalent in other pay systems. Examples of specialized experience includes knowledge of policies and procedures governing administrative support, organizational function and procedures and the interrelationship with Air Force staff components in order to analyze and evaluate incoming projects and actions and to make judgmental, time-sensitive decisions in handling the full range of administrative issues. Knowledge of overall organizational structure, mission, objectives, terminology, and management practices to recognize probable areas of interaction, and to identify areas of primary concern for necessary action. Knowledge of and skill in applying conventional methods to gather, analyze, and evaluate information concerning management and administrative process, draw conclusions, and recommend appropriate action. OR EDUCATION: Have successfully completed a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related. OR COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. NOTE: You must submit a copy of transcripts. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in­-grade requirements to be considered eligible. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of policies and procedures governing administrative management, organizational function and procedures and the interrelationship with Air Force staff components in order to analyze and evaluate incoming projects and actions and to make judgmental, time-sensitive decisions in handling the full range of administrative issues. 2. Knowledge of policies, procedures, techniques, methods and regulations of protocol and interpersonal relations practices. 3. Knowledge of overall HQ Air Force organizational structure, mission, objectives, terminology, and management practices to recognize probable areas of interaction, and to identify areas of primary concern for necessary action. Familiarity with Directorate Office member priorities, preferences, and points of view. 4. Knowledge of and skill in applying conventional methods to gather, analyze, and evaluate information concerning management and administrative process, draw conclusions, and recommend appropriate action. 5. Knowledge of word processing automation software functions to support office operations and produce a variety of textual documents such as letters, reports, memos, and form letters. Advanced skill in using small computer systems and current word processing and presentation software. Knowledge of local area networking, and experience in the operation of management information systems for different computer systems. 6. Ability to implement management principles, concepts, policies, and objectives, as it pertains to office management, and knowledge of pertinent administrative regulations applicable to the Directorate's missions and program objectives and coordinate the work of the office with other offices including administrative and clerical staff on new procedures or regulations. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

ACTIVE DUTY SERVICE MEMBERS: The VOW Act requires federal agencies to treat an eligible active duty service member as a veteran, disabled veteran, and preference eligible (as applicable) when applying for civil service positions before the effective release or discharge date. Appointment of military members before the release or discharge date is permissible if the member is on terminal leave. At the time the active duty member applies for a civil position, he or she must submit a "certification" memo in lieu of a DD-Form 214, Certificate of Release or Discharge from Active Duty. Active duty members applying for a civil service position without submitting a valid certification memo or DD-Form 214 with their application will render the member ineligible for the position. The certification memo must originate from the member's military service branch on official letterhead and contain the following:

  • Branch of Armed Forces
  • Dates of Active Service (Start and End Date(s)
  • Expected Date of Discharge/Release from Active Duty
  • Terminal leave start date (if applicable)
  • Expected character of service (honorable or general) and type of separation (i.e. separation or retirement)
  • Must be certified within 120 days of anticipated discharge
  • Signature by, or by direction of the adjutant, personnel office, unit commander, or higher headquarters commander.
