About the Position: This position is in the Defense Civilian Intelligence Personnel System (DCIPS). Employees occupying DCIPS positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at the ST-IC-W3U2AA US ARMY FUTURES AND CONCEPTS CENTER. Serve as a senior Intelligence Specialist (I&TS) and supervisor of assigned military and civilian staff within Future OE Division.
Duties
Serve as the senior recognized expert in the analysis of intelligence information to assess developments, trends and their implications on the Future Operational Environment, and threat implications within critical geographic and functional areas.
Stay informed of military, political-military, technical, and other developments within assigned areas to conduct valid threat assessments in support of concepts and capability development.
Maintain close liaison with senior counterparts in other government agencies and Department of the Army Commands to ensure coordination and integrity of methodologies and approaches.
Plan, coordinate, and synthesize research from multiple sources and other analysts to produce complex, all-source intelligence products and responses.
Brief intelligence assessments and positions to Joint, Army and command staff principles, senior commanders, and throughout the national-intelligence community.
Identify intelligence gaps and initiate the development of intelligence requirements and collection.
Assess overall resource capabilities to address existing and projected requirements.
Provide oversight and management of unit operations and workload, providing guidance to assigned staff.
Plan work to be accomplished by subordinate(s), set and adjust short term priorities, and set schedules for completion of work.
Establish performance standards and evaluate employee performance.
Recommend hiring/selection of new employees, promotions, awards, and other personnel management actions.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Two year trial/probationary period may be required.
- In accordance with Change 3 to AR 600-85, Alcohol and Drug Abuse Prevention and Control Program, individual must successfully pass a urinalysis screening for illegal drug use prior to appointment and periodically thereafter.
- Must be able to obtain and maintain a Top-Secret security clearance based on a T5 (or equivalent level) investigation with eligibility for sensitive compartmented information (SCI).
- May require Temporary Duty (TDY) travel up to 25% of the time.

Specialized experience is defined as experience analyzing Intelligence information to determine threat implications. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GG/GS-13).
Progressively responsible experience is that which has included intelligence-related research, analysis, collections and /or operations. This experience should have included intelligence analysis and/or production, intelligence collection and/or operations, counterintelligence, or threat support directly related to the position to be filled. This experience should demonstrate: Knowledge of intelligence processes, cycle and organizations; Knowledge of and/or ability to use research tools such as library holdings, photographs, statistics, graphics and maps; Knowledge of the systems, procedures and methods of analyzing, compiling, reporting and disseminating intelligence data; and/or Knowledge of organization(s) for and methods of collecting and analyzing intelligence data.
