This National Guard position is for a SUPERVISORY HEALTH SYSTEMS SPECIALIST (TITLE 32), Position Description Number D1721000 and is part of the Oregon Air National Guard 142d Wing, National Guard.

Duties

As a SUPERVISORY HEALTH SYSTEMS SPECIALIST (TITLE 32), GS-0671-10, this position is located in the Medical Group at an Air National Guard Wing. The primary purpose of this position is to serve as the full-time Health Systems Specialist for the installation, geographically separated units (GSU(s), and tenant units, with responsibility for managing all medical administrative functions including medical support, medical operations, force health management and related medical applications. It has direct supervision over the Health Technician(s) and the Public Health Technician (s). In order to be placed in this position and meet the assigned grade, supervisory work and related managerial responsibilities must constitute a major duty occupying 25% or more of the incumbents' time.

  • Cross training opportunity - Applicants who do not possess the compatible AFSC will still be considered but must meet Specialized experience qualifications listed below. Must attend technical school for award of the AFSC within 12 months of hire.

Qualifications

Areas of Consideration: Area 1 - Current permanent and indefinite T32 technicians of the Oregon ANG. Area 2 - Current permanent and indefinite T5 employees of the Oregon ANG. Area 3 - Current service members in the Oregon ANG. Area 4 - Individuals in the active duty US Air Force, Air Force Reserve, or Air National Guard. Area 5 - US Citizens eligible to meet the military requirements for membership in the Oregon ANG. GENERAL and SPECIALIZED EXPERIENCE QUALIFICATION REQUIREMENTS: Performs work to manage health services activities, including plans and operations, managed care, human resource management, logistics management, patient administration, budgetary and fiscal management, medical manpower, medical facility management, biometrics, medical recruiting, and aeromedical evacuation. Work may include directing the hospital accreditation program and management improvement studies. Provides support to health care management officials by analyzing, evaluating, advising on and/or coordinating health care delivery systems and operations. Manages and performs public health activities and programs. Provides administrative oversight to the Preventive Health Assessment and Individual Medical Readiness Program and the related Occupational Health programs. The duties vary with the type of assignment and grade of the position. Experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression for the occupation in the organization. Applicants who have the 1 year of specialized experience equivalent to at least GS-09 are not required by this standard to have general experience, education above the high school level, or any additional specialized experience to meet the minimum qualification requirements. Experience in managing the function of the work to be performed. Experience which includes leading, directing and assigning work of personnel. To Qualify for This Position, You Must Have: A. One year of specialized experience equivalent to the GS-09 level in duties that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the position to be filled. OR B. A Masters degree or equivalent graduate degree or 2.5 full years of progressively higher level graduate education leading to such a degree. Education must demonstrate the knowledge, skills, and abilities necessary to do the work. OR C. A combination of Experience as described in "A" above and Education as described in "B" above. *Applicants who have the 1 year of appropriate specialized experience are not required to have education above the high school level. *If you are using education to qualify for this position, you must provide transcripts or other documentation to support your educational claims.

Education

Qualifying education requirements includes course work in fields closely related to those specified below:

An Undergraduate Degree in Health Administration, Health Care Administration (or equivalent), Health Care Management, Health Management and Policy, Health Services Administration (or equivalent), Hospital Administration (or equivalent), or related fields such as, Primary Care Management. Other completed degrees in Accounting, Business Administration, Business Management, Economics, Finance, Marketing, Statistics, Information Systems Management, Biomedical Engineering, Clinical Engineering and Health Management/Health Systems Engineering, Operations Research or other closely-related degree fields.

Or

A Graduate Degree in Health Administration, Health Care Administration (or equivalent), Health Care Management, Health Management and Policy, Health Services Administration (or equivalent), Hospital Administration (or equivalent), Accounting, Business Administration, Business Management, Economics, Finance, Marketing, Statistics, Information Systems Management, or other business-related equivalent.
