The incumbent serves as a senior advisor and directly reports to the Chief of Staff (COS) in the Executive Office at the VA Portland Health Care System (VAPORHCS). VAPORHCS is affiliated with the Oregon Health Sciences University (OHSU). The COS office oversees all management of the Medical Practice Group (MPG) Strategic Business Unit (SBU).
Duties
Primary responsibilities of the Health System Specialist include overseeing and assisting in administrative matters and activities of the five major physician based services, which include: Mental Health and Clinical Neurosciences, Hospital and Specialty Medicine, Operative Care, Primary Care, and Rehabilitation and Long Term Care, Research and Development. Additionally, the North West Innovations Center, OEF/OIF Program Office and Coordinated Care Program Office also reside in the MPG.
The incumbent performs management and program work, such as program or office planning, evaluation of administrative programs or issues, correspondence control, liaison, special projects, or board or committee-related work.
Conducts special projects and studies to analyze, evaluate, and provide recommendations on administrative programs or issues.
Performs long and short range planning process for restructuring Veteran services, resource utilization and expenditures, and the organizational framework for VAPORHCS.
Actively involved in planning for the delivery of quality health care by identifying needs and potential issues/concerns, and devising process options in operations, and cost-effective approaches to resolve these problems. Participates in the planning and development of strategies for the implementation of medical center organizational structure integrations.
Independently identifies and collects necessary data including legislative and program data and interviews with senior management, program officials, employees and supervisors; assembles and assesses information gathered; formulates findings, conclusions, and recommendations; presents results in written and oral form, which are well organized, supportable, and clearly expressed.
Provides full staff assistance on administrative matters affecting patient care and organizational policy. Serves as a critical participant in strategic planning, organizing, developing, directing, and evaluating VAPORHCS and Medical Practice Group policies and operations.
Plans and accomplishes special projects. Acts as an expert on special projects, advising top management on major issues. Leads, conducts or participates in complex management studies and reviews, particularly those with wide or significant effect upon the health care system's organizational structure, policies, processes, operations, fiscal control and economy, and those where the boundaries of the studies may be broad and may affect the health care system's affiliated institutions and relationships with the Veterans Service Organizations. Organizes assigned projects; plans, organizes and directs team study work. Ensures action items and goals are identified and communicated to appropriate members of management and labor and accomplished within timeframes and deadlines. Selects qualitative and quantitative methodologies appropriate to the subject under examination. Organizes and leads Integrated Process teams throughout the organization to create process flow charts, recommendations, identification of training opportunities and other requirements that may arise in medical center integrations.
Performs staff support work in short and long-range planning efforts. Complies with directives in preparing annual cyclic planning documents. Obtains and consolidates planning information from subordinate units. Incumbent administers planning process and provides authoritative recommendations to the VAPORHCS Executive. Assesses priorities to best meet Veterans' health care delivery needs. Examines programs and recommends expanding, contracting, combining, separating, or realigning them to best meet patient health care needs most economically as well as Congressional mandates, regulatory requirements, VISN requirements, etc.
Maintains program requirements and validation criteria for assigned organizations. Prompts staff members to participate in cyclic or special evaluations. Reviews reports involving trend analyses and ensures follow-up in these areas.
Work Schedule: Monday - Friday, 8:00am - 4:30pm with 1-2 days of telework per every 2 weeks

Physical Requirements: No special physical demands are involved except the ability to work under pressure, tight time deadlines, and rapidly changing priorities - The work requires substantial walking throughout the Health Care System and some travel to other Divisions and CBOCs. The incumbent may work irregular hours. Travel may be required.
Qualifications
To qualify for this position, applicants must meet all requirements within 30 days of the closing date of this announcement.
GS-12 grade level: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following:
Missions, organizations, programs, and requirements of health care delivery systems;
Regulations and standards of various regulatory and credentialing groups; and
Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement.
Specialized experience include but not limited to:
Master of a wide range of qualitative and quantitative methods for assessing and improving of program effectiveness or the improvement of complex health care delivery systems, skill and experience in designing substitute solutions for conflicting goals.
Comprehensive knowledge of the range of administrative laws, policies, regulations, and precedents applicable to the delivery of healthcare to Veterans by the medical center.
Knowledge of hospital or medical center program goals and objectives, the sequence and timing of key program events and milestones, and methods of evaluating the worth of program accomplishments
Skill to plan, organize, and direct team study work and to negotiate effectively with management and outside interest groups to accept and implement recommendations where the proposals involve substantial agency resources, require extensive changes in established procedures, or may be in conflict with the desires of the activity studied.
Ability to design and organize recommendations to manage and lead the integration process of Federal healthcare organizations.
Knowledge of Joint Commission accrediting standards and guidelines
Knowledge of other accrediting agency guidelines and standards (e.g. NRA, FDA, CAP, etc.) in order to analyze compliance and changes in requirements.
Knowledge of affiliated institutions and related agreements and contracts in order to integrate them into medical center operations.
Ability to communicate effectively orally and in writing with a wide diversity of groups, organizations, and people.
Knowledge of resource organizations such as the Veterans Service Organizations and their areas of special interest (e.g. PVA and SCI) in order to plan and accommodate these interests in the healthcare delivery system.
Knowledge of the medical center and related computer systems in order to use them and their information in data analysis and evaluation.
Knowledge of hospital/medical center and related safety policies and regulations.
Through understanding and experience writing Issue Briefs (IB), coordinating Root Cause Analysis (RCA), and participating or leading Administrative Investigation Boards (AIBs).
There is no educational substitution for the GS-12 level.
