This position serves as a senior advisor and directly reports to the Chief of Staff (COS) in the Executive Office at the VA Portland Health Care System (VAPORHCS). He/she serves as a senior advisor and directly reports to the Chief of Staff (COS) in the Executive Office at the VA Portland Health Care System (VAPORHCS).

Duties

Primary responsibilities are to oversee and assist in administrative matters and activities of the five major physician based services, which include: Mental Health and Clinical Neurosciences, Hospital and Specialty Medicine, Operative Care, Primary Care, and Rehabilitation and Long Term Care, Research and Development. Additionally, the North West Innovations Center, OEF/OIF Program Office and Coordinated Care Program Office also reside in the MPG. Major duties include but are not limited to; Assembles and assesses information gathered; formulates findings, conclusions, and recommendations; presents results in written and oral form, which are well organized, supportable, and clearly expressed. Performs duties directly contributing to the administrative management of a health care delivery system. Provides full staff assistance on administrative matters affecting patient care Acts as an expert on special projects, advising top management on major issues. Organizes and leads teams throughout the organization to create process flow charts, recommendations, identification of training opportunities and other requirements that may arise in medical center integrations. Directs and assists VAPORHCS staff in management functions as delegated by the Executive COS. Analyzes and develops reports pertaining to program plans, development operations and assessment of any planning phase of the Medical Center's activities. Plans and analyses developed have to be coordinated with special interest groups, affiliated institutions, congressional interests, VISN officials, homeland security impacts, etc. Monitors customer satisfaction data in order to make recommendations that address customer concerns while not compromising the quality of care provided. Develops background and management options available to deal with complex health care system planning and implementation problems. Ensures congressional and VACO mandates are integrated in proposals. Work Schedule: Monday - Friday, 8:00a.m. to 4:30p.m. Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. Qualifications

To qualify for this position, applicants must meet Time-In-Grade & Specialized Experience requirements by the closing date of this announcement, 04/08/2024. You may qualify based on your experience and/or education s described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Identifies problem areas and develops limited preliminary data for presentation from trend studies, statistical analyses and personal observation. Knowledge of fielding and resolving patient complaints and congressional inquiries. Tracks productivity of various clinical services and reports regularly to leadership. Develop and coordinate internal review systems to assure that both clinical and administrative activities are in compliance with these standards. Knowledge of the issues, program goals and objectives, work processes, and administrative operations of the organization to determine ways to improve customer satisfaction. NOTE: This experience must have been in a progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following: - Missions, organizations, programs, and requirements of health care delivery systems; - Regulations and standards of various regulatory and credentialing groups; and - Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement. NOTE: Experience must be fully documented on your resume and must include job title, duties, month and year start/end dates AND hours worked per week. Physical Requirements: No special physical demands are involved except the ability to work under pressure, tight time deadlines, and rapidly changing priorities - The work requires substantial walking throughout the Health Care System and some travel to other Divisions and CBOCs. The incumbent may work irregular hours. Travel may be required. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

There is no educational substitution for the GS-12 level.
