The incumbent is responsible for the day-to-day operations of a highly complex, multifaceted research program supporting both clinician and non- clinician researchers. The duties encompass supervisory, administrative, professional, and technical aspects for the comprehensive development and evaluation of research efforts of the VA Portland Health Care System.
Duties
Ensuring that the VA Research program is administered efficiently and in compliance with a variety of policies and laws.
Managing a variable portfolio of funding.
Ensuring adequate resources are available to investigators and staff.
Assisting current investigators and prospective investigators in their effort to carry out VA's Research mission.
Improving communication within the facility, the office of R&D, the individual research programs, and the principal investigators.
Effectively managing risk in the Research Program.
Ensuring all compliance related aspects regarding the conduct of research are met.
Providing outstanding customer service by being visible, available, and supportive to investigators, and other relevant personnel within the area of responsibility.
Planning work to be accomplished by staff, setting short term priorities, and scheduling the completion of work.
Evaluating the performance of staff members that are under the direct supervision of the position.
Assigning work based on priorities, taking into consideration task difficulty, the requirements of assignments, and the capabilities of each staff member.
Giving advice, counsel and/or instruction to employees on both work and administrative matters.
Hearing and resolving complaints from employees and referring group grievances with more serious unresolved complaints to the ACOS R&D or higher.
Proposing and effective disciplinary and/or performance actions on subordinate R&D employees.
Identifying developmental and training needs of employees, providing, and arranging for needed development and training.
Identifying ways to improve production and increase quality of work.
Performs other related duties as assigned.
Work Schedule: Monday - Friday, 8:00am - 4:30pm

Physical Requirements: Work often requires intensive concentration. The work is mainly 85 percent sedentary; however, travel will be required. Occasionally, the position will be required to work in the Animal Care Facility lifting objects and moving materials no more than 25 pounds when Animal Care staff is low. No special physical demands are required to perform this work. The position may be required to work weekends and other irregular tours of duty.
Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.

Qualifications
To qualify for this position, applicants must meet specialized experience within 30 days of the closing date of this announcement, 01/04/2024.
To qualify for this position, applicants must meet the Individual Occupational Requirement (IOR). An IOR is a basic requirement that must be met in order to qualify for the GS 0671 occupational series. Education must be accredited by an accrediting body recognized by the U.S. Department of Education at the time the degree was obtained. To qualify for this occupational series, applicants must have one of the following listed below:
Undergraduate or graduate education with a major field of study such as hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration (Transcript required).OR,
Specialized experience: Progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field: This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following:
Missions, organizations, programs, and requirements of health care delivery systems.
Regulations and standards of various regulatory and credentialing groups; and
Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement.
In addition to meeting the Individual Occupational Requirement requirements, applicants must also meet the specialized experience requirement as described below.
To qualify for this position at the GS-12 level:
Specialized Experience: You must have one year of specialized experience (52 weeks) equivalent to at least the next lower grade, GS-11 in the normal line of progression for the occupation in the organization. Specialized experience include but is not limited to: Plan, schedule, and conduct projects and studies to evaluate and recommend ways to improve the effectiveness and efficiency of research and development operations in a program or support setting. Knowledge of pertinent laws, regulations, policies, and precedents which affect the use of program and related support resources (people, money, or equipment) in the area studied. Knowledge of the major issues, program goals and objectives, work processes, and administrative operations of the organization. Develop new or modified work methods, organizational structures, records and files, management processes, staffing patterns, procedures for administering research and development. Analyze and make recommendations concerning the centralization or decentralization of operations. NOTE: Experience must be fully documented on your resume and must include job title, duties, month & year starting and ending dates AND hours worked per week.
To qualify for this position at the GS-13 level:
Specialized Experience: You must have one year of specialized experience (52 weeks) equivalent to at least the next lower grade, GS-12 in the normal line of progression for the occupation in the organization. Specialized experience include but is not limited to: Manage large multi-disciplinary research programs. Evaluate ongoing work in the program and recommend solutions to problems dealing with scientific management, organizational structure, administrative procedures, and work processes. Thorough knowledge of research administration and managing research programs. Ensure compliance with established policies, practices, procedures, and controls. Thorough knowledge of the multi-faceted organization mission, functions, goals, and objectives to conduct studies and evaluations regarding facility operations and activities. Analyze and measure the effectiveness, efficiency, and productivity of administrative programs. Develops and recommends ways to improve the effectiveness, efficiency, and timeliness of work operations.
