Duties

Responsible for providing expert technical advice and guidance on critical digital communications issues to ensure the integration of C4 programs and services and to solve integration and interoperability issues. Understands and provides input to the development and implementation of bandwidth configuration plans for complex Local Area Networks (LANs) and Wide Area Networks (WANs) with supported elements. Develops the communications architecture and maintains the enterprise infrastructure. Has overall responsibility for planning and developing current and future digital, analog, asynchronous transmission mode (ATM) communications infrastructure. Has overall responsibility for determining funding requirements, preparing budget requests, and executing the communications budget to achieve near term and strategic goals. Provides policy guidance in coordination with the operational elements of the NCC Manager regarding digital communications issues to the DCSIM for statewide implementation. Writes policy and plans for the installation Continuity of Operations Plan (COOP). Coordinates the work and guides lower-graded communications personnel to in maintaining the enterprise sustaining base digital, analog and ATM communications infrastructure. Works closely with IT service providers to optimize support and integration of new technologies. May be assigned to assist the chief by performing limited leader responsibilities. Performs other duties as assigned.

  • May be required to successfully complete a probationary period.
  • Participation in direct deposit is mandatory.
  • Must be able to obtain and maintain the appropriate security clearance of the position.
  • This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position.
  • Ability to establish effective professional working relationships with coworkers and customers, contributing to a cooperative working environment and successful accomplishment of the mission.
  • Irregular and/or overtime (compensatory) hours may be required to support operational requirements or contingencies or may be required to work hours outside of the normal duty day.

Qualifications

IAW DoD 8570.01-M you will have 6 months from date of hire to acquire the appropriate IAT, IAM or IASAE level certification designated by the position and/or supervisor. Failure to do so may result in termination. MILITARY GRADES: E5 through E9, or O1 through O5 GENERAL EXPERIENCE: Experience, education, and/or training that has provided a basic knowledge of data processing functions and general management principles that enabled the applicant to understand the stages required to automate a work process. Experience may have been gained in work such as computer operator or assistant, computer sales representative, program analyst, or other positions that required the use or adaptation of computer programs and systems. SPECIALIZED EXPERIENCE: At least 1-year specialized experience equivalent to at least the next lower grade. Experience, education, or training that approaches techniques and requirements appropriate to an assigned computer applications area or computer specialty area in an organization. Experience planning the sequence of actions necessary to accomplish the assignment where this entailed coordination with others outside the organizational unit and development of project controls. Experience that required adaptations of guidelines or precedents to meet the needs of the assignment. Experience preparing documentation on cost/benefit studies where is involved summarizing the material and organizing it in a logical fashion.

Education

You may combine education with specialized experience to meet the length of experience requirement for GS-12. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work.

To receive credit for Education, you must provide transcripts or documentation of proof that you meet the Education requirements for this position.
