Duties
The purpose of this joint duty assignment is to prepare, coordinate, execute, and assess operational (joint, Department, and Component) training requirements in support of the DHS Office of Homeland Security Situational Awareness (OSA). This Joint Duty Officer (JDO) position is located in the Resilience Section (RS), Integration Division (ID), within OSA.
The JDO will play a critical role in assisting OSA mission "To provide situational awareness, a common operating picture, and decision support for the Homeland Security Enterprise on threats, hazards, and events impacting the homeland."
Specific JDO duties and responsibilities for this assignment include, but are not limited to:
Developing, coordinating, and assessing OSA joint/Department tailored operational training programs.
Representing OSA at selected training/education forums.
Assisting OSA Front Office and two Divisions (that include a large number of Federal, State, and local detailed staff) in developing and implementing their collective training requirements.
Developing joint/Department level training programs tailored to support large scale exercises and all-hazards contingencies.
·Provide recommendations on how to sustain and improve on annual operational training requirements.
Developing and implementing approved innovations to enhance OSA joint and Component level readiness requirements.
Informing OSA leadership and staff of individual and collective operational education opportunities to ensure Component readiness.
Reviewing and updating OSA operational training policies and goals as appropriate.
Leveraging technology to enhance individual and Component readiness.
Performing other duties as assigned or directed.
The JDO will also be responsible for assisting the Operational Training lead in execution of the Operational Training and Development needs of OSA and will fill in for the lead, when required.
Requirements
- Must be a current permanent Federal employee
- Must have supervisory approval to apply to the Joint Duty Assignment. DHS 250-2 Application Form under "required documents" section.
- Must NOT have any pending/outstanding disciplinary actions
- Must have achieved a minimum of "meet expectations/proficiency" on latest performance appraisal/evaluation
- Must be currently at the grade level of the detail. *No Temporary Promotion Opportunity*
- The program does not apply to members of the Military service or contractors.
Qualifications
Qualifications required:
Working knowledge of Training and Development processes and procedures.
Working knowledge of continuity, critical infrastructure, emergency preparedness-based project management, operational planning, staff coordination, testing, training and exercise emergency management work.
Working knowledge of MSOFFICE applications.
Ability to research, analyze, and present results of analysis to Senior Leadership in both unclassified and classified venues.
Ability to complete range of project management and mid-level staff officer assignments.
Ability to work closely with and routinely communicate with other continuity managers and staff within Resilience, OSA and other DHS Components, Offices, and Joint Collaboration elements.
