Duties

This Program Specialist position is located Department of Homeland Security (DHS), Transportation Security Administration (TSA),Enterprise Support (ES), Security Administrative Services (SAS). Duties include but are not limited to: Serving as the lead safety information expert providing recommendations and guidance to OSHE IT system - users, contractors, management, and represents TSA on all OSHE IT systems matters. Analyzing current system capabilities as they compare to emerging legislation, policy, and procedures; and implements continuous process improvement by monitoring response time, escalation efficiency, change control review processes, call support documentation, and support needs to improve the system's functional requirements. Leading and coordinating nation-wide teams in the development and enhancement of OSHE IT systems and ensuring that OSHE IT systems meet the broad range of customer requirements and expectations and is compliant with regulations and policy and guidance established by external and internal organizations. Serves as System Owner (SO) for managing the process to maintain Certification and Accreditation (C&A), Authorities to Operate (ATO), Service Level Agreements (SLA), Memoranda of Understanding (MOU), and Memoranda of Agreement (MOA) with external agencies (i.e. Department of Labor/ OSHA) and contractors to support electronic transmittal between host systems in compliance with DHS IT Security policy. Managing and overseeing contracts and service provider performance; and managing the contractual relationship with prime vendor and their sub-contracted vendors, including invoice review, payment approvals, contractor performance ratings and acquisition/recomplete activities.

Qualifications

To qualify for the SV-J Pay Band (equivalent to GS-14), you must have one year of specialized experience equivalent to the SV-I or GS-13 Pay Band in the Federal service or equivalent experience in the private sector. Specialized experience is defined as experience that has equipped you with the particular knowledge, skills and abilities to successfully perform the duties of the position to be filled. Specialize experience is defined as: Developing, and analyzing administrative policies and managing all internal and external audits; and Establishing strategic plans and program policies to enable mission success; and Experience leading an agency-wide program and advising senior officials, program offices, the general public on policies, complex procedures, coordinating with various directorate offices and critical stakeholders. To qualify for the SV-I Pay Band (equivalent to GS-13), you must have one year of specialized experience equivalent to the SV-H or GS-12 Pay Band in the Federal service or equivalent experience in the private sector. Specialized experience is defined as experience that has equipped you with the particular knowledge, skills and abilities to successfully perform the duties of the position to be filled. Specialize experience is defined as: Analyzing administrative policies and managing all internal and external audits; AND Creating, editing and reviewing various documents for senior leadership review, such as action on decision memoranda, talking points and briefing materials, etc.; AND Making recommendations designed to improve the efficiency and effectiveness of administrative support services. Credit for experience is given based on a 40-hour workweek. Part-time experience is credited on a part-time ratio, i.e., working 20 hours per week for two months equals one month of experience. No additional credit is given for overtime. National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees. If you are currently, or have been within the last 5 years, a political Schedule A, Schedule C, Non-career SES or Presidential Appointee employee in the Executive Branch, you must disclose this information to the Human Resources Office.
