The employee will serve as a Supervisory Management Analyst and will be responsible for participating and supporting major decisions to advance the core mission of the OPPR.
Duties
Position Overview
The incumbent will be primarily responsible for providing leadership oversight and staff supervision in the program areas of the development and implementation of FHFA's strategic plans; annual performance plans; performance and accountability reporting; operational planning; key performance indicators; and multi-year integrated planning, adoption, and advancement of change management practices across the organization for continuous improvement. The incumbent will supervise a staff of subordinate supervisors and other professionals tasked with working as a strategic partner with Agency managers to ensure FHFA's goals and objectives are achieved.
Major Duties & Responsibilities
The Supervisory Management Analyst duties listed below are at the EL-15 grade level:
Apply change management techniques and practices to the implementation of major organizational initiatives.
Coordinate large scale process reengineering or other business transformation efforts.
Review updated guidance, policies, or programs and make recommendations on implementing any resulting changes.
Be involved in setting strategic goals and tactical plans for an organization or work unit.
Manage projects using established project management principles.
Develop complex cross-functional teams to support projects or initiatives.
Serve as the key manager of projects with multiple high-level stakeholders.
Collaborate with senior leaders to monitor and report on the status of a varied projects or initiatives.
Persuade managers and staff to engage with and support change initiatives or other projects in the face of initial resistance.
Set plans to measure and monitor performance of an agency or work unit.
Coordinate strategic planning efforts to set and work towards key performance goals.
Consult with subject matter experts to integrate risk management into performance goals or metrics for an organization.
Consult with leadership on opportunities to improve or enhance service delivery and streamline processes.
Conduct analyses on work processes or policies to identify opportunities for improvement and increased effectiveness and efficiency.
Develop reporting mechanisms or written reports to communicate results and status of key strategic goals.
Establish work goals and work plans for staff on the team.
Collaborate with staff to identify opportunities for professional development or other training and growth opportunities.
Provide performance feedback to staff, including both regular progress reports and specific project-based feedback.
Ensure that staff within the team are treated equitably and fairly.
Manage work assignments and project plans to ensure that staff is appropriately assigned to projects and tasks.
Perform other duties as assigned.
Requirements

- SF 50's are required with the exception of current FHFA employees. Please include one showing your tenure and competitive status. You must provide an SF-50 that indicates your competitive eligibility. You will not be considered without this.

Qualifications
You may qualify for your desired series and grade level if you meet the following qualification requirements:
MINIMUM QUALIFICATIONS:
Minimum Qualification EL-15: Applicants must have 52 weeks (one-year) of specialized experience equivalent to the next lower grade level as described below.
Experience: I qualify for the EL/GS-15 because I have at least 52 weeks of specialized experience at the EL/GS-14 or equivalent demonstrating work experience with the statements described below.
Examples of specialized experience include:
Leading the development of strategies, budgets, multi-year resource planning and performance measurement efforts, or a similar initiative or project within the government.
Evaluating proposals and requests for new investments or initiatives based on the principles and methods of investment or business case analysis, including return on investment analysis.
Briefed and communicated both orally and in writing with senior leaders in order to influence, coordinate, and integrate topics such as enterprise risk management, strategic planning, multi-year integrated planning, and compliance programs into relevant organizational decision processes, strategic vision, culture, or operational plans.
Developing a wide variety of data-driven, fact-based recommendations to support evidenced based decision making using quantitative and qualitative assessment techniques.
Applying federal standards and guidance, such as Federal Managers Financial Integrity Act of 1982 (FMFIA), OMB Circular No. A-123, A-136, A-50, GAO's Standards for Internal Control in the Federal Government, or the Government Performance and Results Act Modernization Act of 2010 (GPRAMA), to the development and maintenance of agency policies and procedures.
Leading and managing a staff of individual contributors involved in project management, strategic planning, risk management, internal controls, resource planning, or other related fields.
Time-In-Grade: Current or former Federal government employees who have held an EL/GS position in the preceding 52 weeks, must meet the time-in-grade requirement.
To be eligible for the EL-15 position, applicants must have served 52 weeks as an EL/GS-14 or higher in the Federal Service.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
