The Intimate Partner Violence Assistance Program Coordinator (IPVAP-C) develops and implements the Intimate Partner Violence Assistance Program (IPVAP) and ensures compliance and collaboration with local facility and VA Central Office IPVAP initiatives. The incumbent ensures a robust IPVAP is developed and maintained in accordance with VHA guidance.

Duties include, but are not limited to: IPVAP-C provides clinical evidence-based services including assessments and interventions; program development; Veteran, family, caregiver, and staff education; community outreach; resource development; program evaluation; continuous quality improvement activities; and consultation. Develops effective partnerships with local, state, and federal agencies as well as non-governmental organizations. Responsible for clinical and administrative programming and operations; developing policies and procedures for program operation; preparing reports and statistics for facility, VISN, and national use. Responsible for the program's budget and funding sources. Manages the use of program data for oversight and evaluation. Establishes partnerships with facility departments, programs, committees, and workgroups such as the Disruptive Behavior Committee, Employee Assistance Program, and Occupational Health regarding services for employees who may experience and/or use IPV. Administers information and analytical systems to evaluate and enhance the quality of services provided to Veterans, families, caregivers, and VA employees impacted by IPV. Develops and implements information systems to track service activities including visits, referrals, demographics, and outcomes. Develops, implements, and evaluates clinical guidelines and protocols to establish appropriate utilization of services. Participates in direct Veteran, family, caregiver, and VA employee contacts to identify and assess risk, safety, supports and the development and appropriate interventions. Advises and collaborates with interdisciplinary teams throughout the medical center on matters of IPV; creates educational tools, develops programs, and implements training focused on specific IPV needs and issues; provides education and in-service training to employees, Veterans, families, caregivers, and community partners; provides ongoing consultation and support to colleagues regarding IPV assistance; develops and facilitates support groups (face-to-face or video-teleconference) and educational programs; and distributes educational materials provided by VA, local, state, and national domestic violence and IPV organizations. Conducts Veteran, family, caregiver, and VA employee interventions to facilitate the identification of IPV, psychiatric illness, emotional distress, and social needs. Provides referrals to VA medical and mental health programs and other VA services including VA benefits, as well as community-based social services, and non-VA programs. Stays abreast of current federal and state legislation related to DV/IPV. Maintains a knowledge base of current theory and treatment modalities relevant to IPV. Develops a library of IPV assistance information material for distribution throughout various inpatient, outpatient, and residential settings. Serves as a liaison between the VA and community agencies. Coordinates events and programs for the annual Domestic Violence Awareness Month every October. Work Schedule: Monday-Friday, 8am-4:30pm (compressed schedule may be available) Recruitment/Relocation Incentive: Authorized Permanent Change of Station (Relocation Assistance): Not Authorized Pay: Competitive salary and regular salary increases. Paid Time Off: 37-50 days of annual paid time offer per year (13-26 days of annual leave, 13 days of sick leave, 11 paid Federal holidays per year). Parental Leave: After 12 months of employment, up to 12 weeks of paid parental leave in connection with the birth, adoption, or foster care placement of a child. Child Care Subsidy: After 60 days of employment, full time employees with a total family income below $144,000 may be eligible for a childcare subsidy up to 25% of total eligible childcare costs for eligible children up to the monthly maximum of $416.66. Qualifications

To qualify for this position, applicants must meet all requirements within 30 days of the closing date of this announcement. Basic Requirements: United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. English Language Proficiency: Candidates must be proficient in spoken and written English to be appointed as authorized by 38 U.S.C. § 7403(f). Education: Have a master's degree in social work from a school of social work fully accredited by the Council on Social Work Education (CSWE). Graduates of schools of social work that are in candidacy status do not meet this requirement until the School of Social Work is fully accredited. A doctoral degree in social work may not be substituted for the master's degree in social work. Verification of the degree can be made by going to http://www.cswe.org/Accreditation to verify that the social work degree meets the accreditation standards for a masters of social work. Licensure: Persons hired or reassigned to social worker positions in the GS-0185 series in VHA must be licensed or certified by a state to independently practice social work at the master's degree level. May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria). Grade Determinations: Social Worker (Program Coordinator), GS-12. Experience and Education: One year of experience equivalent to the GS-11 grade level. Experience must demonstrate possession of advanced practice skills and judgment, demonstrating progressively more professional competency. Candidate may have certification or other post-master's degree training from a nationally recognized professional organization or university that includes a defined curriculum/course of study and internship, or equivalent supervised professional experience. Licensure/Certification: Individuals assigned as social worker program coordinator must be licensed or certified at the advanced practice level, and must be able to provide supervision for licensure. Demonstrated Knowledge, Skills, and Abilities (KSAs). In addition to the experience above, the candidate must demonstrate all of the following KSAs: (a) Knowledge of program coordination and administration which includes consultation, negotiation, and monitoring. (b) Knowledge and ability to write policies, procedures, and/or practice guidelines for the program. (c) Ability to supervise multidisciplinary staff assigned to the program. (d) Skill in organizing work, setting priorities, meeting multiple deadlines, and evaluating assigned program area(s). (e) Ability to provide training, orientation, and guidance within clinical practice. References: VA Handbook 5005/120 Part II Appendix G39, September 10, 2019. The full performance level of this vacancy is GS-12.
