This position is eligible for the Education Debt Reduction Program (EDRP), a student loan payment reimbursement program. You must meet specific individual eligibility requirements in accordance with VHA policy and submit your EDRP application within four months of appointment. Approval, award amount (up to $200,000) and eligibility period (one to five years) are determined by the VHA Education Loan Repayment Services program office after complete review of the EDRP application.

Duties

The Supervisory Social Worker (Home and Community Based Services) ensures the provision of quality care and continuity of services and institutes changes in the structure of the programs to ensure excellence in service. The incumbent manages the data from the Home and Community Based Service (HCBS) programs within and outside the local VA and with local, state, and federal agencies. The incumbent is responsible for the development, implementation, coordination, selection and evaluation of community resources in the catchment area. The incumbent facilitates the interpretation and application of the VA guidelines to ensure standards are maintained and promote the health, safety, welfare and happiness of the Veteran. The duties of the Supervisory Social Worker (HCBS Manager) include but are not limited to: Develops the need for and maintains an awareness of available resources, and makes recommendations to facility management regarding needs, distribution, or redistribution of these resources. Develops long and short-range goals and plans for the organization by coordinating the medical administration needs of the facility. Provides active and well-informed administrative participation in planning for the delivery of home and community-based health care by taking the initiative to identify needs and potential issues/concerns and devising flexibilities in operations and constructive, cost-effective approaches to the resolution of problems. Participates in the formative stages, in overall facility managerial planning so as to assure that an awareness of medical administrative issues and implementations are considered and influence management decisions. Serves on various VISN20 and facility committees. Chairs the HCBS Committee which reports to the Health Delivery Counsel. Develops, implements, evaluates, and modifies department structure and systems to achieve program goals. Participates in the analysis and interpretation of workload and other data used in resource planning. Discusses, investigates and responds to employee grievances and dissatisfactions in order to resolve conflicts. Provides information, resolves conflicts and/or problems that may arise and assures management officials are familiar with the negotiated agreement. Hears and resolves staff concerns and complaints including group grievances and unresolved serious complaints. Effects all levels of disciplinary actions as needed. Recommends changes in policy which can prevent future misunderstandings and complaints. Collaborates with the Associate Director for Patient Care Services/Nurse Executive regarding budget concerns and provides current and accurate reports regarding program expenditures. Identifies VA need for resources and collaborates with contracting in management and maintenance of existing contracts or for the acquisition of additional contracts for services. Establishes and maintains positive working relationships with employees, volunteers, consumers, and stakeholders within the VA and outside community agencies. Collaborates in the performance improvement processes and comply with performance measures as required by the VA for their specific population and/or program. Qualifications

Basic Requirements: United States Citizenship. Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. Education. Have a master's degree in social work from a school of social work fully accredited by the Council on Social Work Education (CSWE). Graduates of schools of social work that are in candidacy status do not meet this requirement until the School of Social Work is fully accredited. A doctoral degree in social work may not be substituted for the master's degree in social work. Verification of the degree can be made by going to http://www.cswe.org/Accreditation to verify that the social work degree meets the accreditation standards for a masters of social work. Note: You must submit transcripts/documentation showing degree and conferred date. Licensure. Must be licensed or certified by a state licensed or certified at the advanced practice level and must be able to provide supervision for licensure. English Language Proficiency. Candidates must be proficient in spoken and written English to be appointed as authorized by 38 U.S.C. § 7403(f). GRADE DETERMINATION. Supervisory Social Worker, GS-13 Education and Experience. One year of experience equivalent to the GS-12 grade level. Experience must demonstrate possession of advanced practice skills in a specialty area or in administration demonstrating progressively more professional competency and judgment. Candidate may have certification or other post-master's degree training from a nationally recognized professional organization or university that includes a defined curriculum/course of study and internship, or equivalent supervised professional experience. NOTE: You must submit a copy of your transcripts that show degree earned and conferred date. Licensure/Certification. Individuals assigned as Supervisory Social Workers must be licensed or certified at the advanced practice level, and must be able to provide supervision for licensure. NOTE: You must provide a copy of your current, valid, and unrestricted Social Worker licensure showing Advanced Practice Level. Demonstrated Knowledge, Skills, and Abilities. In addition to the experience above, the candidate must demonstrate all of the following KSAs: (a) Ability to independently organize work, set priorities, and meet multiple deadlines. (b) Knowledge of supervisory duties which includes clinical supervision, consultation, negotiation with other departments and quality improvement. (c) Ability to ensure provision of clinical social work services by supervised social workers. (d) Ability to delegate authority, manage priorities, coordinate work, and follow up on pending issues to complete duties in an accurate and timely fashion. (e) Ability to analyze organizational and operational problems, develop and implement solutions that result in efficient operations, and use data effectively to manage workload, quality, performance, and productivity within the service. (f) Ability to provide staff training and development. Assignment. For all assignments above the full performance level, the higher-level duties must consist of significant scope, complexity (difficulty), and variety and be performed by the incumbent at least 25% of the time. At the GS-12 grade level, supervisory social workers typically have significant personnel management responsibilities for a small to moderate sized professional and non-professional staff, including support staff and professional staff at the GS-12 grade level and below. The supervisory social worker is responsible for the professional and administrative management of an area in a social work service, in a care/product line, or multiple facilities. They provide direct clinical services with or without program coordination responsibilities. May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria).
