The Master of Social Work (MSW) Student Training Program Coordinator and Clinical Supervisor provides services at the VAWW and at each CBOC and PCTOC. The MSW Training Program Coordinator is responsible for the Social Work Student Training Program at the VAWW.
Duties
The incumbent will work closely with accredited graduate schools of social work and function as a liaison with affiliated university MSW programs and request trainee positions through the Veterans Affairs Central Office (VACO) Office of Academic Affiliations. Duties will include:
Oversee the process to: recruit, select and train staff social workers to serve as field instructors/task supervisors.
Organize and conduct a selection process to identify students for internship invitations.
Ensure social work graduate student interns receive education and training consistent with the requirements of the affiliated school(s) of social work and with the Council on Social Work Education (CSWE).
Coordinate with the administrative support for Social Work Service (SWS) who coordinates paperwork for incoming and outgoing students; develops training handbooks/manuals, and other related documents are kept up-to date.
Responsible for providing clinical supervision to unlicensed social workers within VAWW, both individual and group clinical supervision as they work toward their licensure.
Develops the need for and maintains an awareness of available resources, and makes recommendations to facility management regarding needs, distribution, or redistribution of these resources.
Authority with fiscal accountability and responsibility for multiple fund control points at the facility and the effective, efficient management of allocated salary and operational funds.
Develops long and short-range goals and plans for the organization by coordinating the medical administration needs of the facility.
Provides active and well-informed administrative participation in planning for the delivery of home and community-based health care by taking the initiative to identify needs and potential issues/concerns and devising flexibilities in operations and constructive, cost- effective approaches to the resolution of problems.
Participates in the formative stages, in overall facility managerial planning to assure that an awareness of medical administrative issues and implementations are considered and influence management decisions.
Serves on various VISN20 and facility committees. Chairs the Home and Community Bases Service (HCBS) Committee reporting to Health Delivery Council (HOC).
Develops, implements, evaluates, and modifies department structure and systems to achieve program goals. Participates in the analysis and interpretation of workload and other data used in resource planning.
. Discusses, investigates, responds, and provides information to resolve conflicts, problems, or serious complaints involving employee(s) or staff group grievances that may arise. Assures management officials are familiar with any negotiated agreements.
Establishes and maintains good relations with various groups and organizations.
Assures services provided meet nationally accepted standards and are at least equal to those available in the community and are maximally cost effective. Employs update mechanisms proven to be effective in the provision of services.
Establishes competencies to meet the training and educational needs of a multidisciplinary staff within HCBS Programs.
Establishes minimum standards for quality and productivity, monitoring to identify new standards needed by HCBS Programs.
Provides leadership and direction to promote the development and productivity of all employees supervised.
Develops and maintains effective relationships with other departments and strive to earn their trust and respect.
Develops and maintains a system to ensure that beneficiary complaints and inquiries are appropriately received and resolved and that the sources of complaints of a recurring nature are investigated.
Collaborates with the Associate Director for Patient Care Services/Nurse Executive, regarding budget concerns.
Identifies VA need for resources in a specific geographic area and will facilitate acquisition of additional contracts for services with community providers.
Collaborates in the performance improvement processes and comply with performance measures as required by the VA for their specific population and/or program.
Work Schedule: Monday-Friday, 8:00am-4:30pm

Qualifications
To qualify for this position, applicants must meet all requirements within 30 days of the closing date of this announcement.
Basic Requirements:
United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
Education: Have a master's degree in social work from a school of social work fully accredited by the Council on Social Work Education (CSWE). Graduates of schools of social work that are in candidacy status do not meet this requirement until the School of Social Work is fully accredited. A doctoral degree in social work may not be substituted for the master's degree in social work. Verification of the degree can be made by going to http://www.cswe.org/Accreditation to verify that the social work degree meets the accreditation standards for a masters of social work. TRANSCRIPTS WITH CONFER DATE REQUIRED.
Licensure/Certification: Individuals assigned as social worker program coordinator must be licensed or certified at the advanced practice level, and must be able to provide supervision for licensure. COPY OF LICENSURE REQUIRED.
May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria).
Grade Determinations:
Social Worker (Supervisory Social Worker (GS-13)
Experience/Education: One year of experience equivalent to the GS-12 grade level. Experience must demonstrate possession of advanced practice skills and judgment, demonstrating progressively more professional competency. Candidates may have certification or other post-master's degree training from a nationally recognized professional organization or university that includes a defined curriculum/course of study and internship, or equivalent supervised professional experience.
Licensure/Certification: Individuals assigned as social worker program coordinator must be licensed or certified at the advanced practice level, and must be able to provide supervision for licensure.
Demonstrated Knowledge, Skills, and Abilities: In addition to the experience above, the candidate must demonstrate all of the following KSAs.
Ability to independently organize work, set priorities, and meet multiple deadlines.
Skill in a range of supervisory duties which includes clinical supervision, consultation, negotiation with other departments and quality improvement.
Ability to ensure provision of clinical social work services by supervised social workers.
Ability to delegate authority, manage priorities, coordinate work, and follow up on pending issues to complete duties in an accurate and timely fashion.
Ability to analyze organizational and operational problems, develop and implement solutions that result in efficient operations, and use data effectively to manage workload, quality, performance, and productivity within the service.
Ability to provide staff training and development.

The full performance level of this vacancy is GS-13.
